Job Context:
∎ Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. CB is implementing 88 on-going projects covering 185 upazila focusing on six main priorities i.e i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.
∎ Caritas Bangladesh (CB) Chattogram Region is inviting applications from eligible candidates (men/women) for immediate appointment as well as to prepare a panel list of qualified and deserving candidates for future recruitment where required for USAID/OFDA supported SOKKHOMOTA-II Collaborate, Prepare and Resilient to Natural and Human Induced Disaster Project in Bandarban District under Caritas Chattogram Region. This is a 24 months Project which aim is to help the communities in Bandarban district become less vulnerable to the loss and damage of natural and human induced hazards/shocks.
∎ The details of the positions including job responsibilities, educational qualification and other qualities/competency required for the above positions are given below for your information:

Job Responsibilities:
∎ The Manager-Shelter will lead the shelter component of the project and ensure that the program's strategic objectives and results in the shelter component are fully accomplished and meet expected technical quality standards. Work closely with CRS TA-S&S for day to day support for Planning and Implementation of activities. S/he will work with TA H&C to coordinate any learning agenda with TA H&C and to support dissemination, documentation on Build back safer and Community Based Approaches and innovate disaster resilient shelter design for different ethnic groups for Bandaran. S/he will also ensure and align technical standard of Bangaldesh Shelter Cluster and CRS global shelter guide in disaster context. Coordinate with CB regional and Central Office Shelter person; in all activities, s/he will work extensively with Manager DRR and CRS PM-DRR/R. S/he will be accompanying to IPs Shelter Officer and provide day to day support for planning and implementation of planned activities.
∎ Provide guidance and support in assessments as part of program development, ensuring that this is coordinated with other sectors and actors
∎ Support in program / project shelter and settlements design. To include relevant technical, operations, HR, and budget inputs for current and new proposals
∎ Advise on monitoring the progress and performance of Caritas shelter and settlements programs and provide real-time support and advice to maintain program quality
∎ Responsible for communications and representation with the Shelter Sector / Cluster, donors, and other key partners and actors, to maintain good relations and the reputation of Caritas.
∎ Provide leadership and support to program staff implement shelter and settlement activities as outline in SHOKKHHOMTA project. This to include progress monitoring and reporting.
∎ Assist in the design and facilitation of training on SPHERE, Build back safer and capacity building initiatives such as curriculum, training, simulation and other learning experiences.
∎ Assist in ensuring all the program interventions meet the Standards and are inclusive.
∎ Responsible for the collection, collating, and access of existing Caritas and other relevant shelter and settlements resources and create suitable repositories for this information
∎ Lead in the design of learning initiatives, such as research, studies, and pilot projects. To include liaison with all relevant stakeholders and ensuring the quality of the results and outputs
∎ Develop and implement a professional development plan for this position for Shelter and Settlement (S&S)
∎ Be responsible for the development of personal development plans for regional focal points for the H&C program
∎ Provide support and input for any review and adaptations of Caritas shelter capacity strategy to incorporate Homes and Communities
∎ Provide leadership and technical support for the design and MEAL components of research and studies related to the H&C program.
∎ Prepare reports as required by Caritas and CRS in line with the Grant requirements, relevant Government coordination bodies, external donors, and other interested parties. Provide project documents, operation plans, program schedules and budgets as required
∎ Represent Caritas in discussions or meetings with government, non-government and UN agencies in collaboration with the H&C manager.
∎ Responsible for supervising to the shelter/WASH construction, awareness and capacity building related staff members of field;
∎ Provide time to time technical supports and follow up of assigned shelter/WASH and other emergency or DRR related tasks.

Additional Requirements:
∎ Age: Maximum 45 years (as on 31/10/2020)
∎ 3-5 years of experience in shelter management and/or DRR project; Diploma in Civil Engineering can be consider while minimum 7 years of experience working in shelter designing and implementation; Experience in CHT and Chittagonian langauge will and experience working with USAID-funded programmes, including in coordination, reporting and monitoring would be preferred.
∎ (Woman will be given special priority)
∎ Experience in community mobilization.
∎ Ability to negotiate with government officials, contractors and owners.
∎ Familiarity with current standards and guidelines for humanitarian emergency response, including the Sphere Handbook criteria.
∎ Computer literacy in Microsoft Office, CAD and graphic design software (Adobe Suite) required.
∎ Excellent verbal and written skills in Bangla and English is required.
∎ Strong analytical skills with the ability to detect and report inconsistencies.
∎ Knowledge on local language will be given preference.
∎ Knowledge on USAID/OFDA policies and project rules and regulations.
∎ Good report-writing and presentation skills
∎ Have good knowledge on Safeguarding related policies, GBV, Child Protection policy and other relevant policy.
∎ Should be self-driven and positive to work in a team.
∎ Should have "can do' attitude and able to handle multiple tasks managing priorities.
∎ Committed to work following organizational aims, values, principal and policies.
∎ Excellent interpersonal, organizational and communication skills

Salary:
∎ Monthly Consolidated Salary: Taka 80,000/-
