∎ Having at least 2 (two) years experiences of Rohingya response in Cox’s Bazar with the position of Shelter Manager (Coordination) will be treated as special eligibility for the position.
∎ Familiarity with current standards and guidelines for humanitarian emergency response, including the Sphere Handbook.
∎ Should have experience and ability of managing teams, local partners and community based organizations.
∎ Should have ability to work in close coordination and collaboration with local communities, government and NGOs as appropriate.
∎ Should have experience of local construction technologies, materials and approaches in the contexts of Rohingya camps and host communities in Cox’s Bazar.
∎ Should have ability to study, analyze and interpret administrative reports, technical procedures, or government regulations and policies.
∎ Should have capacity to develop reports, guidelines and other IEC material related to shelter and settlement.
∎ Should have Knowledge on ICT Program Support: particularly on Microsoft Word, Excel, MS Access, PowerPoint and Outlook. (both Bangla & English), etc., is essential.

∎ Should be self-driven and positive to work in a team.

Responsibilities & Context:
∎ Provide guidance and support in assessments as part of program development, ensuring that this is coordinated with other sectors and actors.
∎ Support in program / project shelter and settlements design. To include relevant technical, operations, HR, and budget inputs for current and new proposals.
∎ Advise on monitoring the progress and performance of Caritas shelter and settlements programs and provide real-time support and advice to maintain program quality.
∎ Rresponsible for communications and representation with UNHCR, IOM, the Shelter Sector / Cluster, donors, and other key partners and actors, to maintain good relations and the reputation of Caritas
∎ Provide leadership and support to program staff to help maintain and develop Caritas Shelter and Settlement capacity. This to include progress monitoring and reporting.
∎ Aassist in the design and facilitation of any capacity building initiatives such as curriculum, training, simulation and other learning experiences.
∎ Rresponsible for the collection, collating, and access of existing Caritas and other relevant shelter and settlements resources and create suitable repositories for this information.
∎ Lead in the design of learning initiatives, such as research, studies, and pilot projects. To include liaison with all relevant stakeholders and ensuring the quality of the results and outputs.
∎ Oversee all shelter and settlement programming with technical leadership and sectoral standards.
∎ Ensure that the shelter program is implemented in accordance with national-global standards, including Sphere standards.
∎ Conduct technical assessments for shelter and settlement needs with support from Program Officer/Technical Officer and site engineers.
∎ Develop and manage resource plans (staff, materials, and finances) required to implement activities. Share plan with managers.
∎ Develop and maintain Detailed Implementation Plan (DIP) in accordance with the agreed strategy to assure highest outcomes for every activity.
∎ Monitor projects through on-site visits to assess and validate the implementation of the approved project plan, conduct financial review and identify possible problem areas and implement solutions.
∎ Prepare and monitor BoQ and budget for the implementation of the project. Participate in the procurement and logistics process for materials and equipment required. Prepare program activity reports on a regular basis and as requested.
∎ Coordinate with the Shelter/NFI sector members, CI MO technical advisors, and other stakeholders to decide on most effective intervention for CB.
∎ Provide capacity building to field staff on technical issues and project management.
∎ Develop and maintain good working relationships with all stakeholders, including local government authorities, NGOs, and community leaders.
∎ Work with the MEAL team to ensure that the program is regularly monitored, evaluated, and reported.
∎ Coordinate with the logistics team to ensure the timely and effective delivery of shelter materials, tools, and equipment
∎ Ensure that the shelter program is implemented with a gender-sensitive approach and that the specific needs of women, children, and other vulnerable groups are addressed.
∎ Ensure that all documentation and reporting requirements are met, including regular progress reports and donor reports.
∎ Ensure that all staff are trained and oriented on the shelter program and are fully aware of their roles and responsibilities.
∎ Ensure compliance with Caritas Bangladesh and donor policies and procedures.
