Responsibilities & Context:
∎ To support the Response Director in ensuring that effective security measures for the WV BRCR programs are both appropriately planned for and addressed within the context. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security. Additionally, this role fosters effective partnerships between WV BRCR and government authorities, ensures compliance with regulatory requirements, and enhances the organization's operational efficiency.A] Safety & Security:
∎ Strategy & Planning: Develop and implement the WV BRCR security policy in alignment with WV security policy so as to ensure the operational priorities of the WV BRCR are appropriately supported. Ensure Security Risk Assessments, Country Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and training. Provide leadership/ management of the security team in response area.
∎ Security Operations: Work with the Response Director and National office Security Manager to carry out Security Risk Assessments as required/directed. Country Risk Ratings are established and updated as required. Ensure Core Security Requirements are implemented in line with Country Risk Ratings. Provide input and support to management in crisis situations and critical incidents. Conduct security investigations when required.
∎ Networking and External Liaison/Engagement: Represent WV at local NGO security network and law enforcing agency meetings and ensure information from these groups is disseminated to relevant staff. Build ongoing networks for sharing security information and coordination.
∎ Capacity Building and Technical Training: Coordinate the assessment, development and implementation of the WV BRCR capacity building plan for security management based on local security risk assessments. Seek to develop a culture of security awareness and monitor staff compliance.A) Safety & Security:
∎ Provide a regular security report to Response Director Ensure that all security incidents are reported in accordance with WV Security Policy. Collect, analyze and disseminate security information appropriately Share regular security updates to all staffB) Government Relations:
∎ Contribute to map and regularly update WVB’s stakeholder mapping tools. In coordination with WVB’s country office in Dhaka ensure the submission of Foreign Donation (FD) project applications, interim and final reports, and audit reports to the NGO Affairs Bureau (NGOAB) are conducted in a timely and accurate manner. Conduct regular meetings with local authorities at the Refugee Relief and Repatriation Commission (RRRC), Cox’s Bazar Deputy Commissioner (DC), Upazila Nirbahi Officer (UNO), Deputy Commissioner for Development and Human Resources, Assistant Commissioner for NGO Affairs, Camp-in-Charge (CiC), National Law Enforcement agencies (NSI, DGFI, SB) and others to support effective inter-organizational communication. Notification to DC office for FD-6 & FD-7 project activities and collect approval letter. Assist project start-up meeting at the UNO and CiC office.
∎ Monthly activity report submission, and submit necessary documents for collecting project completion certificate. Contribute to file and maintain organized records of all communications with government authorities, including but not limited to: programme inquiries and authorization requests, mission requests, validations, reports, visas, permits (office, work, residence, exit-re-entry), staff vetting, and meeting request. Facilitate and provide support to external visits to project sites. Prepare and submit all required reports to government authorities, including project proposals, interim and final reports, audit reports, monthly reports, and other documentation as needed.
∎ Maintain organized and easily accessible records of all communications with government authorities. Share relevant information and updates with senior management in a timely manner. Ensure WV BRCR managers are regularly updated on policy developments impacting INGO operations in the country including regulations relative to programme implementation, and administrative rules and regulations -such as visa procedures for international staff.
∎ The consistent communication and collaboration with various government authorities (RRRC, DC, UNO, etc.) and law enforcement agencies will foster stronger, more productive relationships, leading to smoother project implementation and increased trust. Ensure that all reports, including project proposals, interim and final reports, audit reports, and monthly reports, are submitted to government authorities in a timely and accurate manner ensuring compliance with regulatory requirements and enhancing WVB’s reputation with government authorities. A systematic filing and maintenance process for all communications with government authorities is established, ensuring that all inquiries, requests, and approvals are easily accessible and well-documented for future reference.
∎ The regular updates to senior management, WV BRCR managers, and the maintenance of organized and accessible records ensure that all relevant information is readily available and disseminated effectively, facilitating informed decision-making and proactive problem-solving.
