∎ Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. CB is implementing 88 on-going projects covering 185 upazila focusing on six main priorities i.e i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.
∎ Caritas Bangladesh (CB) Chattogram Region is inviting applications from eligible candidates (men/women) for immediate appointment as well as to prepare a panel list of qualified and deserving candidates for future recruitment where required for USAID/OFDA supported SOKKHOMOTA-II Collaborate, Prepare and Resilient to Natural and Human Induced Disaster Project in Bandarban District under Caritas Chattogram Region. This is a 24 months Project which aim is to help the communities in Bandarban district become less vulnerable to the loss and damage of natural and human induced hazards/shocks.

Job Responsibilities:
∎ The Manager-MEAL is to lead in the development, management and implementation of the MEAL system in SOKKHOMOTA Project as per Donor and CRS MEAL policy and systems in coordination with and technical guidance/supports from the Caritas Bangladesh MEAL Manager, SOKKHOMOTA MEAL Specialist and CRS MEAL Coordinator and in collaboration with other program staff, and implementing partners. The MEAL Manager should have the ability to work sensitively and positively with program staff and partner. The MEAL Manager is expected to have a high level of self-initiative and use critical thinking skills to identify and fill gaps. Under the guidance from the Caritas MEAL Manager at Central office and CRS MEAL Coordinator, the MEAL Manager will work directly with field level partner staffs to ensure implementation of high quality MEAL at the field. S/he will be required to take the lead in development of data collection tools; ensure timely data collection using qualitative and quantitative methods by the partner team, conduct data entry and analysis, and accompany partner staff at all stages of the program management. S/he will also play a critical role in capacity building of the partner staffs.
∎ Ensure that the Project is in compliance with CRS' MEAL Policies and Procedures (MPP) and strategic initiatives.
∎ Lead project monitoring design initiatives including development of ProFrames for SOKKHOMOTA project, including identification of appropriate indicators, measurement methods and critical assumptions and coordinating the development and donor approval (if required) of the Monitoring & Evaluation plan.
∎ Under the technical guidance from the MEAL Manager at the Central Office and CRS MEAL Coordinator and CRS DRR TA, you will lead the development of effective data collection tools for routine monitoring, project databases and reporting formats for existing and new projects.
∎ Coordinate the implementation of program evaluations/assessments such as baseline and annual surveys, mid-term and final evaluations, and special studies and operations research.
∎ Ensure appropriate, high quality orientation and training of field staff and partners on project MEAL system and tools, as required.
∎ Conduct regular project monitoring visits
∎ Use qualitative and quantitative methods to collect data in the field and accompany CRS and partner staff doing this.
∎ Ensure timely trend analysis of monitoring data to support project reporting and decision making.
∎ Support the implementation of data quality controls to ensure the integrity of project data.
∎ Support project M&E audits, as required.
∎ Lead review and/or development of project reports.
∎ Lead and support project baseline studies, mid-term and final evaluations, as required
∎ Develop Terms of Reference (ToR) for project baseline, Mid-term review and project end evaluation with the support from MEAL Manager at Caritas Central office, SOKKHOMOTA MEAL specialists and Coordinator-MEAL, CRS Bangladesh.
∎ Lead and support SOKKHOMOTA project staff in documentation the project files and data quality assessment (DQA).
∎ In consultation with MEAL Manager at central office and CRS MEAL-TA, Bangladesh, develop Scopes of Work (SoW) with respective project managers for hiring consultants.
∎ Lead baseline, MTR and end evaluation data collection with quality assurance from CB MEAL Manager and CRS MEAL Coordinator.
∎ Organize and co-facilitate participatory reflection events with relevant stakeholders to identify learning and recommendations as part of baseline, MTR and end evaluation.
∎ Develop and establish high quality accountability and Feedback and Response mechanism.
∎ Support implementation of project accountability and learning initiatives under the guidance of the MEAL Manager and in cooperation with project and program quality (PQ) teams.
∎ Provide support to MEAL staffs to facilitate community/participants feedback response mechanism, collect routine feedback data and prepare response to community/participants' feedback.
∎ Lead implementation of project accountability and learning initiatives under the guidance of the Caritas MEAL Manager and Coordiantor-MEAL, CRS Bangladesh and in cooperation with project and program teams.
∎ Support field MEAL Teams to identify and document of lessons learned, good practices and results from CRS Bangladesh supported projects.
∎ Ensure regular informal feedback from beneficiaries and project stakeholders is collected, analyzed, used and recorded. Support documentation of project processes and learning.
∎ Represent Caritas in discussions or meetings with government, non-government and UN agencies in collaboration with the Caritas MEAL manager.
∎ Develop learning plan for SOKKHOMOTA Project and lead in conducting reflection and learning workshops in coordination and guidance from Central Office MEAL Manager, SOKKHOMOTA Program Manager and CRS Meal Coordinator.
∎ Support MEAL Specialist and MEAL Officers and field staff in strengthening the MEAL systems and ensure capacity of local partner organizations to improve program quality through the provision of on-the-job support.
∎ Promote the use of donor level and CRS's Agency and Regional MEAL guidance and PQ references in own assignments and in the capacity building of field staff.
∎ Participate in field-level project review meetings to support and validate the data collected and suggest for improvement
∎ Ensure appropriate, high quality orientation and training of field staff and partners on project MEAL system and tools.
∎ Organize and facilitate data enumerators on mobile based data collection tools and techniques.
∎ Lead and support the use of information and communication technologies (ICT) for project MEAL, as required
∎ Develop mobile based data collection tools using Open Data Kit.
∎ Ensure real-time monitoring data using ICT tools.
∎ Prepare definition files and support developing app-based tools in consultation with Caritas MEAL Manager, MEAL Coordinator- CRS, and project managers, MEAL Staffs and CRS regional/sub-regional ICT Team.
Additional Requirements:
∎ Age: Maximum 45 years (as on 31/01/2021)
∎ Minimum 5 years working experience in the similar job in any NGO/INGOs.
∎ Job Requirements:
∎ Excellent data management (collection, entry, analysis and visualization) skills in Microsoft Excel, Access, or similar platforms. Familiarity with analysis software such as Kobo, SPSS, STATA, etc. is a plus.
∎ Practical experience in using Open Data Kit (ODK) tool specially CommCare and CommCare Plus.
∎ Excellent communication skills in English and Bengali.
∎ Strong English writing skills.
∎ Strong analytical skills with the ability to detect and report inconsistencies.
∎ Demonstrated skills in data analysis and interpretation
∎ Demonstrated skills in analysing data using statistical software.
∎ Knowledge on local language will be given preference.
