∎ About Nobo Jatra: Winrock International`s Agriculture and Alternative Livelihoods component of the Nobo Jatra (New beginning) Program, is implemented in partnership with World Vision in Bangladesh and The World Food Program. The goal of the program is to improve gender equitable food security, nutrition and resilience of 856,116 vulnerable households in 40 Unions in four Upazilas- Shyamanagar, Kaliganj under Satkhira District, Koyra and Dacope under Khulna District, the Southwestern Coastal area of Bangladesh.
∎ Purpose: The main responsibility of the position is to facilitate agriculture and livelihoods programming from direct implementation to facilitation approaches, providing technical oversight in the design and refinement of Nobo Jatra`s Agriculture and livelihoods work. The position will also provide support to design and implementation of market facilitation strategies and interventions that impact the competitiveness, inclusiveness, and resilience of selected crops/fish/poultry and livestock`s and also facilitation field teams dedicated to specific value chains and/or market system interventions to promote increased competitiveness of market actors as well as improved and expanded products, services, and market access for small-scale producers.

Job Responsibilities:
∎ Identifies relevant market actors, assesses end markets, develops value chain maps, identifies constraints, market-based solutions, and incentives to integrate small-scale producers into their supply chains and commercial distribution networks.
∎ Facilitate sustainable implementation of inclusive market systems interventions that support overall target value chain strategies.
∎ S/he facilitates the development and expansion of relationships among buyers, input suppliers, producers, and other market actors for crops/fish/poultry and livestock's sub-sectors and acts as focal point for private and public-sector actors in promoting value chain and market system development.
∎ Demonstrated knowledge on Climate Smart Agriculture, Nutrition Sensitive Agriculture, Safer Use Action Plan (SUAP) and market development.
∎ Assure that the Technical Officer of PNGO understands and internalize the technical aspects of the Agriculture and livelihood interventions of Nobo Jatra and it interlink with other purposes.
∎ Develop a mechanism to receive continuous feedback from PNGOs' TOs to understand the technical needs of the communities.
∎ Identifies and solicits initiatives from, and structures agreements with, Lead Firms (LF) and Sector Stakeholders (SS).
∎ Facilitates the development of strategic/ business plans by LFs for integrating poor/marginalized producers into their supply chains or distribution networks.
∎ Prepares intervention budgets and monitors operations throughout the year to ensure adherence to budgetary controls.
∎ Through TOs' ensure inclusion of target participants and technical capacity building of the Lead Farmer and Local Service Providers of the Nobo Jatra.
∎ Coordinate and take necessary guidance from the Agriculture Specialist for maximizing the efforts and technical inputs from the TOs and FOs for enhancing the livelihoods options for the program participants.
∎ Ensure effective linkage with the groups formed under other components and ensure their access to skill and knowledge development opportunities.
∎ Provides leadership in identifying inclusive market development opportunities, understanding evolving market trends, conducting targeted research on new/potential market channels, business models, or partnerships in a sustainable manner.
∎ Provide technical support to TOs and FOs of PNGO in order to organize market linkage meetings, vaccination campaigns, demonstrations, collection points and FFDs ensuring the quality.
∎ Coordinate with relevant Government departments (DAE, DLS and DoF) and partners. Ensure reporting requirements.
∎ Ensure regular monitoring and modification of ongoing programming as required

Additional Requirements:
∎ Minimum 7 years of relevant experience of working in agriculture production, agricultural market systems development including private sector or supporting private enterprise with the international / national organization. Prior experience with USAID projects is required; experience with Title II and FtF project projects is highly preferred. Must be able to drive a motorcycle with valid license. Advanced computer skills in a Windows based environment including Word, Outlook, PowerPoint and Excel and English & Bangla fluency required.

Salary:
∎ Tk. 62000 - 80000 (Monthly)
∎ 62K-80K and approximate 37% other admissible benefits
