∎ Project Context: Welthungerhilfe (WHH) aims to support the vulnerable community in the country level and facilitating their access to improved their social status, nutritious value, improve agricultural production, living conditions, sanitation facilities, personal hygiene etc.. Through the project expects to reach extreme vulnerable groups and to provide them with direct assistance for identified Nutrition, agricultural support, WASH needs, etc by coordinating with and complementing of , Agricultural, economic, Nutrition, WATSAN/WASH programmes of the Government of Bangladesh, DPHE, UNICEF, UPs, BDRCS, UN agencies, international NGOs and local/national NGOs working, LGIs and Upazila administration in the country level.

Job Responsibilities:
∎ Objectives of Liaison Officer:
∎ Liaison Officer is responsible for liaison and networking with the government and other institutions, I/NGOs, ensuring WHH's work is following the regulations of the Government of Bangladesh, related to different ministries, RRRC Office, NGO Affairs Bureau, National Board of Revenue, VISA offices, immigration, etc. This includes, regular communications with relevant ministries related to WHH's work compiling information for project applications for approval from the NGO Affairs Bureau, Narrative and Financial reporting requirements to NGOAB to be fulfilled, ensuring comprehensive support for International Staff and visitors, compliance related to taxation and other legal issues of the organization.
∎ Duties and areas of responsibility:
∎ Ensure that WHH operates in Bangladesh following all legal compliances set by NGO Affairs Bureau, DC Office, RRRC, CIC, Civil Surgeon and other relevant Govt. Depts. e.g. SB, NSI, DGFI, DoFP, DDM and different Ministries (Home, Foreign, Disaster, Health and Women and child and so on) in a timely and quality manner. This includes but is not limited to processing of (i) FDs requirements at the start of projects; (ii) Various approvals from different levels of authorities during the project lifespan; (iii) Project closure formalities etc.
∎ Timely prepare the Project Closing Report for FD-6/FD-7 and submit to DC Office and UNO Offices for collecting Project Closing Certificates.
∎ With the support of supervisor, maintain up-to-date tracking sheet of all legal requirements for every project, timely updating and dedicatedly communicate with programme team and senior managers for pending approvals / issues.
∎ Act as the focal point for managing all inquiries from various relevant Govt. Offices at all levels (district, UZ, Union, Camps etc)
∎ Build excellent working relationships and maintain regular communication, coordination and provide updates to relevant government offices on the work of WHH, and on status of pending compliances / approvals
∎ Assist in filing and following visa applications, camp permits, security clearance and renewals work permits for international staff and visitors.
∎ Assist program and support staff with translation of documents.
∎ Time to time update about the filing of all Official files of Govt. Liaison
∎ Based on the advice from supervisor, attend various relevant external meetings (district, upazila, union and camp level) to represent WHH as well as support program and support staff to provide translation services.
∎ Assist with basic logistics concerning WHH staff and visitors including a briefing on welcome and orientation materials, and confirming hotel and transportation arrangements.
∎ Others:
∎ Assist in office and other government-related tasks in other project areas whenever necessary.
∎ Any other tasks assigned by the supervisor.
∎ Ensure compliance with WHH policies and practice with respect to safeguarding, code of conduct, safety and security, anti-harassment, and other relevant policies and the procedures.
∎ Balancing multiple priorities in a dynamic and high demanding work environment
∎ Smooth coordination and communication between program and operations
∎ Additional Responsibilities:
∎ Dynamic individual with a demonstrated ability to achieve results in a demanding and difficult environment
∎ Practical, quick, reasoning skills; must be able to communicate with all parties of the project
∎ Demonstrated ability for people management
∎ A team player; committed to motivating and leading staff
∎ Clear understanding of the working of Donors grants and their perspective, requirements and standard
∎ Willing to travel in remote areas
∎ Commitment to working with Humanitarian organization.
∎ Any other special task assigned by the supervisor/organization.

Additional Requirements:
∎ Minimum 5 years of experience in working with NGO / INGOs – Humanitarian organizations in government coordination/liaison.
∎ A professional with very good interpersonal skills, results-oriented, flexible, organized and systematic, attention to detail, team player but also the ability to work independently.
∎ Good command of English and Bangla is required. Speaking of local language is an advantage.
∎ Excellent interpersonal and problem-solving skills and proven ability to negotiate with a wide range of people (internally and externally)
∎ Fluency in English (both written and spoken)
∎ Willingness to travel the project areas/ fields (remote areas)
