Job Context:
∎ BLAST is the largest specialized national non-governmental legal services organization in the country. It provides access to a full range of legal services, including information, advice, referral, mediation, and litigation in both the informal and formal justice systems, based on a means and merit test. It also conducts research, advocacy, strategic litigation, and capacity building. It works with 300+ staff, including lawyers, researchers, and paralegals, across 21 district offices, and through community legal clinics in informal settlements in Dhaka city and a pro bono network of 2600+ lawyers.
∎ This position will assist the Legal Officer/Legal Coordinator to handle legal matters in the project areas. S/he will work closely with the clients/beneficiaries of BLAST. S/he will assist the clients/beneficiaries in legal issues regularly. The incumbent will manage the client`s legal files/documents properly and produce those as per need as and when required. S/he will maintain register and case diary regularly and assist Panel Lawyers to deal with cases for BLAST clients. Additionally, the person will be responsible to do any other tasks assigned by the management.

Job Responsibilities:
∎ Provide legal counseling regarding all legal matters/issues to the refugees and follow up with the consultation of the Legal Officer (LO).
∎ Conduct mediation sessions for dispute resolution within the refugees and follow up, inform the parties of the next convenient date of mediation by consulting with the Legal Officer. Communicating with stakeholders to accelerate the mediation process.
∎ Organize and conduct awareness sessions within the refugee community, refugee leaders, and religious leaders.
∎ Assisting in drafting FIR, GD, Complaint and in filling/lodging the same with the relevant forum and follow up accordingly. Draft various applications, prepare and preserve relevant documents, etc. Interviewing PoC and writing facts in English a proper way.
∎ Intervention with law enforcing agencies in order to rescue victim/survivors as needed and Conduct monitoring visits to detention centers and interventions made to release individuals from detention including legal support where appropriate with the supervision of the Legal Officer.
∎ Organize and provide training to staff of different sectors under BLAST in order to orient the staff about the legal sector’s activities and organize and provide training to the refugee volunteers in order to build capacity.
∎ Attend CiC coordination meetings, sector meetings, and other meetings at the field level as a Backup Legal officer or as per requirement.
∎ Responding to cases of SGBV, trafficking, abduction, violence, and other major cases of human rights violation, particularly focusing on emergency response to grave offenses at a camp level as needed in accordance with UNHCR’s Standard Operating Procedure and Legal Assistance Guidelines on respective issues.
∎ Record keeping- register maintain/ form fill up /CMS update/file maintain in a systematic fashion. Properly preserve the related documents and the record book of necessary mediation information as per SOP issued by UNHCR. Maintain all necessary books and records provided by the office regularly and accurately.
∎ Assisting Legal Officer in preparing the report in a timely manner about project activity and be submitted to the supervisor and other relevant persons. He / She will closely coordinate his or her work with the legal officer and Legal coordinator.
∎ Follow-up activities of Para-legal volunteers. Keep a record of cases in a systematic fashion and prepare a report on each case. Monthly reports and other reports shall be prepared in a timely manner.
∎ Notify the relevant refugees about the court hearing date so that refugees are present in their time and ensure safe transportation of the refugees from camps to the court and return to the camps, including securing of camp pass. Keep confidentiality of the information. Collect and provide the necessary information by proper guidance from the beneficiary.
∎ With the supervision of the Legal officer, the junior legal officer will assist refugees to visit their relatives in the prison, in post mortem issues, OCC Issue and in representation at Court.
∎ The other additional job responsibilities are to be assigned as and when required as per the direct instruction of the supervisor/organization.
∎ Helping beneficiaries to get their legal aid-related benefits properly as required. Keep proper information as per SOP provided by the UNHCR and concerned Camp authority. Comply/maintain with office decorum.
∎ Maintain communication with concerned CiC, APBn post, other stakeholders, Block-Majhee /Sub-Majhee, Head-Majhee as required. Assist in round-the-clock communication with beneficiaries and offices/authority. Assist the beneficiary to get their service when necessary.

Additional Requirements:
∎ At least 3 years of experience in community fieldwork.
∎ Experience in handling different cases and dealing with clients/beneficiaries at the community level.
∎ Experience in managing case documents properly.
∎ An applicant who has earlier working experience/currently working at Rohingya Crisis will be given preferences.
∎ Good skill in speaking/reading/writing in Bangla and English. Understanding the Rohingya language will be an added advantage.
∎ Good computer knowledge especially in MS Word and Excel. Also should be good in email communication.

Salary:
∎ Tk. 45000 (Monthly)
∎ Costs for fieldwork/visit will be borne by BLAST according to its policies.
