Bachelor`s degree or higher in Computer Science, Information and Communication Technology (ICT), Software Engineering, or a related field.

• Minimum of 5 years of practical experience in the ICT sector, including participation in ICT projects for international organizations, donor agencies, or government bodies.

• Working proficiency in English (capable of facilitating meetings and drafting reports) and native-level fluency in Bengali.

• Proficiency in document preparation and data management tools, and availability for domestic travel.

• Practical or educational experience in at least one of the following fields: AI/Machine Learning, Cloud Computing, Cybersecurity, or Data Analytics.

• Prior knowledge of a programming language (e.g., Laravel framework), Database Management Systems (RDBMS), containerization, orchestration, and the Software Development Life Cycle (SDLC).

• Master`s degree or higher in a related field, or possession of internationally recognized certifications.

• Experience collaborating with, and maintaining a practical professional network within, Bangladeshi government agencies (e.g., BHTPA, ICTD, BCC, BBS, RHD etc).

• Experience in ODA project management, including procurement, performance management, and reporting.

Duty Station: KOICA Bangladesh Office, Dhaka

Contract DurationL: 1 year, including a 2-month probationary period (renewable based on performance)

Position Summary

KOICA Bangladesh Office is seeking a qualified and experienced ICT Specialist to support the planning, coordination, and technical oversight of its ICT and digital transformation project portfolio. The ICT Specialist will work closely with government counterparts, implementing partners, and technical consultants to ensure the sound design, implementation, and monitoring of ICT-related development cooperation projects, while independently leading stakeholder consultations and preparing project management documentation.

Key Responsibilities

• Provide technical advisory support for the design, appraisal, implementation, and monitoring of ICT and digital transformation projects financed by KOICA in Bangladesh.

• Independently conduct consultations with multiple government and non-government stakeholders, and prepare project concept notes, project management documents, and technical/progress reports.

• Liaise and coordinate with relevant Bangladeshi government ministries and agencies, implementing partners, contractors, and consultants on day-to-day project matters.

• Support procurement processes for ICT goods, works, and services, including preparation of terms of reference, technical specifications, and evaluation of bids/proposals.

• Monitor project progress, budgets, and risks, and support performance management and reporting in line with KOICA`s ODA project management procedures.

• Provide technical inputs and quality assurance on system design, software development, data management, cybersecurity, and infrastructure matters across the ICT project portfolio.

• Coordinate with other development partners (e.g., JICA, EU, World Bank) on ICT-related development cooperation initiatives as required.

• Undertake domestic field missions to project sites for supervision, monitoring, and stakeholder engagement.

• Perform other related duties as assigned by the KOICA Bangladesh Office management.
