Key Responsibilities

1. Strategic Leadership

• Develop, implement, and continuously improve ICT procurement strategies, policies, and frameworks across the organization.

• Lead and supervise the procurement team, ensuring adherence to internal policies and procurement best practices.

• Oversee and actively participate in the purchasing of ICT products including software, hardware, IT solutions, network devices, servers, and all related accessories.

• Provide professional guidance to procurement staff and support all business units to ensure efficient and cost-effective sourcing.

• Ensure full compliance with organizational procurement policies, guidelines, and audit requirements.

• Conduct vendor evaluations and develop new supplier relationships in alignment with company standards.

2. Operational Management

• Manage the full ICT procurement lifecycle—from requisition to payment—ensuring accuracy, transparency, and timely execution.

• Analyze market trends, pricing, and procurement metrics to identify cost-saving opportunities and enhance supply chain efficiency.

• Work closely with internal departments to gather technical and business requirements and ensure timely procurement of ICT goods and services.

• Administer the entire tender process, including advertisement, tender box management, bid opening, technical and financial evaluation, brand comparison, vendor verification, and final bidder selection.

• Execute ICT procurement initiatives using systematic, structured, and transparent methodologies.

• Lead negotiations with suppliers to secure competitive pricing while maintaining the required quality standards.

• Coordinate procurement, delivery, and service quality for IT Division–recommended projects.

• Prepare and manage SLAs (during and post-warranty), tender schedules, spot quotations, closed tenders, press tenders, approval notes, and Work Orders.

3. Supplier & Contract Management

• Identify, assess, and onboard reliable suppliers based on cost, quality, capability, and delivery performance.

• Negotiate contract terms, pricing structures, delivery timelines, and service-level commitments to ensure best value for the organization.

• Monitor supplier performance, ensure compliance with contractual obligations, and conduct periodic performance reviews.

• Maintain accurate documentation of procurement activities including contracts, POs, evaluation reports, and vendor records.

4. Compliance & Reporting

• Ensure all ICT procurement activities comply with Bank policies, regulations, and applicable local laws.

• Prepare and present comprehensive reports on procurement activities, financial metrics, project status, and performance indicators to senior management.

Maintain transparency and accountability in all procurement operations for internal and external audits.
