Job Context:
∎ Job Purpose:
∎ The Head of Information Systems will provide vision and leadership in the development and implementation of Friendship`s Information Systems (InfoSys). The Head of Information System will guide and manage the Information (InfoSys) department in planning and implementing enterprise information systems (EIS/MIS) to innovate, collaborate, and prepare and implement the Information System strategic action plan and related draft budget to support Friendship`s objectives and goals.
∎ Working conditions and special requirements:
∎ The Head of Information System leads a team of technical experts and frequently interacts and collaborates with executives of other Central Services Units (CSUs) and Sectors; the Head of Information System needs to communicate clearly, regularly and effectively with all levels and functions of the organization to create an atmosphere of mutual respect, openness and encouragement. The Head of Information System must be abreast with fast evolving technologies, mobile healthcare, data analytics and modern computing and information systems, and, subject to the appropriate approvals, will need to attend seminars and conferences that may involve local, regional, national, as well as international travel.
Job Responsibilities:
∎ Ensuring that the Information System department is managed effectively and efficiently, with full collaboration between the department's members (currently Applications Development, Management Information Systems (MIS) and IT Systems (ITS) as well as with Friendship's sectors and Central Cervices Units (CSUs).
∎ Providing strategic direction for assessing and adopting new technologies to align information system strategies with the organization's needs, ensuring effective implementation of technology resources and applications in Friendship.
∎ Serving as an active participant during organization strategic management activities, including the development and implementation of the Information System strategic action plan and monitoring thereof. Advise the Chief Operating Officer (COO) on information resource implications of strategic planning decisions.
∎ Serving as a senior-level resource to Friendship Senior Management to ensure consistent standards of care, employee performance and standard management processes are applied for optimum use of technology shared resources.
∎ Working as a key contributor to formulating organizational goals as the data, storage, transmittal and analysis of electronic information grow in importance across all sectors and central service units (CSUs).
∎ Reviewing and updating Friendship's Information Systems (InfoSys) Policy, Procedures and Organisation Structure.
∎ Ensuring compliance with the approved Information System Policy and Procedures.
∎ Reporting the compliance or non-compliance of the Information System Policy and Procedures to Friendship Senior Management and/or to Steering Committee.
∎ Conducting periodic audits for compliance with the Information System Policy and procedures.
∎ Working collaboratively, the Head of Information System will build and operate shared infrastructure, will ensure system interoperability and security, and will facilitate IT Governance across the Information Systems department.
∎ Identify the risks related to information security, data privacy, and data safety mechanisms of the organization and establish procedures to mitigate such risks.
∎ Ensure compliance with all applicable government regulations.
∎ In the absence of Head of Application Development, Head of MIS and/or Head of IT Services, Head of Information System will oversee those first-tier reporting lines while the absence continues or as and when required.
Additional Requirements:
∎ Minimum 15 years of relevant experience
∎ Proven experience in IT leadership role and experience in similar senior level position;
∎ Outstanding interpersonal skills including the ability to effectively communicate with persons throughout the organization;
∎ Should have previous supervisory experience, be able to effectively communicate with both experienced and inexperienced users, be able to take a broad overview of the computer and be able to evaluate future needs and trends in the area of computers;
∎ Knowledge in systems design and development processes, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation, and operational management;
∎ Professional attributes should include strong leadership experiences, vendor management and negotiation skills, ability to develop and deliver a strategic technical vision, and an ability to get things done with limited resources;
∎ Significant experience in data-processing methods and procedures, and computer software systems;
∎ Familiarity with the design, management, and operation of health IT systems;
∎ Ability to analyze and resolve complex issues, both logical and interpersonal;
∎ Broad level of understanding in development activities in Bangladesh;
∎ Personal attributes should include a collaborative management style, desire to work within a family and community-oriented work culture, and a team player mentality.
