Job Context:
∎ The Head-Agriculture & Environment is a senior staff of RDRS Bangladesh and works under direct supervision and guidance of the Director-Development Programs. The position holder is expected to have an in-depth knowledge about agriculture, food security, livelihood, climate change issues of Bangladesh and have demonstrated technical & managerial skills.
∎ This position is responsible for strengthening and promoting agricultural and climate change related programs within RDRS Bangladesh. The position is to provide technical support & leadership to the team under this sector. This position is based at Rangpur with need for frequent field visit. As unit head s/he is responsible for effective functioning of the sector unit in conformity with RDRS policy strategy and manuals.
Job Responsibilities:
∎ 1. Program Development:
∎ Lead the development of the strategy for the Agriculture & Environment program, ensuring processes that incorporate input from field teams, other sectors and key external partners.
∎ Lead to the development and implementation of the overall RDRS agriculture & environment sectoral plan & projects
∎ Undertake continued assessment of external context to inform and update strategy and program.
∎ In coordination with funding team, lead proposal development activities (narrative and budget) through planning and program design with relevant field-based staff, to ensure technical standards are taken into considering before submission.
∎ Identify strategic partners for potential collaboration.
∎ 2. Program Implementation Support:
∎ Take part in regular Project Cycle Meetings, including inception meeting, lesson learnt meetings etc. for technical oversight.
∎ Monitoring the training, demonstrations, action research under Agricultural Coordination Unit and ensure that concerned staff performed their tasks effectively
∎ Develop & implement yearly plan of operation with detailed budget under Agriculture and Environment sector
∎ Supervise, coordinate, and check the annual/quarterly/monthly planning/progress of field activities; ensure timely flow of information to Project Unit and Sectoral Head as well as to M&E Unit
∎ Plan and conduct regular/special meeting with concerned staff and other sectors and maintaining follow-up for the implementation of the planned activities agreed in the meeting
∎ Monitor, follow-up and supervise the agricultural project activities to keep the activities in right track and ensure quality program implementation
∎ Ensure that the implementation team is fully oriented on the project design, activities, LFA, budget and other pertinent details.
∎ Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team, and providing professional development guidance
∎ Work closely with the implementation team to produce analytical donor reports, give technical input and necessary feedback on the donor reports.
∎ 3. Technical Oversight & Support:
∎ Provide technical oversight, advice, and guidance on, all aspects of the Agriculture and Environment programming, ensuring high quality in-line with standard methodologies and international standards
∎ In coordination with the M&E team, ensure that ethical and sound data collection and information management systems are in place for appropriate GBV analysis, planning, evaluation, and advocacy
∎ Ensure regular collaboration and communication with other units and functions including Health, Education, and Protection to ensure integrated programming components are highly functional and grounded on standard methodologies across sectors
∎ Lead the process to develop program implementation guidelines, SOPs, training materials, etc. to ensure program quality.
∎ 4. Coordination, Representation and Advocacy:
∎ Dedicatedly participate in, and contribute to, coordination meetings and working groups, sectors, clusters at regional and national level
∎ Dedicatedly build strong working alliances with other international and national actors/organizations
∎ Dedicatedly develop and maintain effective working relationships with other key partners, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors, maintaining RDRS as a key leader in agriculture, environment & food security sector of the country
∎ Dedicatedly seek to establish and develop partnerships and collaborate with the Bangladeshi poverty alleviation movement, agriculture, food security and environmental protection centered organizations and initiatives to strengthen the response
∎ Ensure RDRS's active contribution in all coordination forums at local level (sub districts, districts and at national level))
∎ Lead the process to generate evidence and document best practice practices, case studies
∎ Conduct GBV assessment, technical study, and participate in humanitarian needs assessment by GBV sector.
∎ 5. Developing RDRS Enterprise in Agriculture Sector
∎ Develop & implement a viable business plan for RDRS by utilizing its lands and technologies
∎ Guiding, facilitating, and supervising the activities of sectoral managers towards developing/managing extension services, demonstration, action research and viable income generating activities under Agricultural Coordination Unit
∎ Assess the activities related to crop production, management, marketing and knowledge of different officials and program participants to determine the training needs.
Additional Requirements:
∎ At least 10 years of experience in relevant field of which 5 years in managerial role;
∎ Sound knowledge on Agriculture, food security, climate change, poverty alleviation, agricultural entrepreneurship, research;
∎ Excellent proposal development, concept note writing, budgeting skills;
∎ Liaison capacity with different donors and GO/ NGO;
∎ Excellent presentation skill.
