Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection, and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, and primary health care, protection, and MH/PSS.
∎ HI is currently implementing a development and humanitarian response project in Kurigram, and Cox`s Bazar district through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics
∎ Number of staff: Around 270 National staff and 06 international staff
∎ HI, Cox’s Bazar Logistics department is looking for an external Freelancer to support with ICT services at its field office in Cox’s Bazar.
∎ HI has field offices in Cox’s Bazar, Ukhiya, and Teknaf with IT equipment that requires routine maintenance and servicing. HI intends to contract an external Freelancer reporting to the Logistics Department, to offer support on computers: desktops and laptops, scanners, printers, NAS storage, photocopiers, switches, hubs, Wi-Fi routers, internet devices, and internal LAN lines. The Freelancer must have proven competencies in software, hardware, and networking management and support.
∎ Base location: Ukhiya
∎ Report to: administrative/functional reporting to Area General Service Manager and technical reporting to ICT support Officer.
∎ Programme context: Site office at Cox’sbazar city, Ukhiya and Teknaf HI office, and guest houses.
∎ Type of contract & duration: Daily Basis. As soon as possible for Six (06) months
∎ Joining date: As early as possible
∎ Duration of the working hour: Working hours are from 8:00 AM to 4:30 PM, five (5) days a week, excluding weekends and government holidays. However, in the event of an emergency need on a holiday or weekend, the freelancer must be flexible to do the work and no additional charge will be applied; that extra working time will be adjusted with regular working hours.
Job Responsibilities:
∎ IT equipment requires regular service, maintenance, and troubleshooting when required. Regular maintenance to ensure HI’s network, data backup condition, computer, printers, network devices, and other relevant existing equipment environment keeps running smoothly. All services are performed at HI Cox’s Bazar offices with concern with HI’s Country Logistics Manager-Dhaka and Area/site Logistics GS manager-Cox and as defined in the list of work below:
∎ The following maintenance services are included:
∎ Regular monitor and update windows, antivirus, and other software of the HI computers of staff when required as per HI guidelines with proper list and tracking and permission of AGSM.
∎ Update and verify the anti-virus engine and definitions. Perform a malware scan - remove any infections.
∎ Removal of temporary files and general optimization and ensuring space are free from unnecessary program files.
∎ Follow HI IT guidelines and report accordingly to AGSM Cox’s Bazar and with the consultation of CLM-Dhaka.
∎ Manual backup with support of the site Log GS officers, check verification automated backup system is working correctly where the NAS drive is available.
∎ Hardware temperature tests (verify cooling system) regularly and report any concerns. Resources (processing power, memory, and hard drive space) are checked.
∎ Daily Network connectivity check (download and upload speeds tests), all tasks during the week and as assigned must be reported weekly basis with proper tracking and record to Log GS Manager at Cox’sbazar. And monthly reports shall be submitted at Dhaka-CLM.
∎ If needed, installation of Windows or any software must be checked and permission must be obtained from HI AGSM.
∎ Maintain confidentiality with administrative password/rights ensuring in all HI computers as per HI Dhaka Head office provides.
∎ Remote assistance for any troubleshooting through any desk/TeamViewer such as software updates, problems with printers, and others for the computers/printers/scanners or any other device at other location at Teknaf/Cox’sbazar.
∎ Data were backup as per HI Logistics instruction in coordination with Site Logistics GS officer/manager and CLM.
∎ Regular check and work as when required troubleshooting of laptops/desktops, printers, scanners, photocopiers, and network devices and keep all the records of work, inventory of devices, and maintenance and report weekly to the Cox Area Log GS manager.
∎ Rectifying networking issues and taking appropriate measures of solution with informing and validation from Cox Logistics area GS manager.
∎ Preventive measures, i.e., checking antivirus functionality, browsing history of users, searching for any unauthentic software, files, or sites used by the user. Report those to AGSM in a confidential manner.
∎ Ensure Networking of Scanner & Printer and keep functional at all offices Cox, Uhkiya, Teknaf.
∎ Outlook account configuration when required as per HI guidelines, but not allowed to get HI email account access or password. for this type of work check with the site logistician or Dhaka office.
∎ Periodic Service of laptops/desktops based on confirmation from Logistics.
∎ Check the problem of IT-related equipment/hardware and fix those under his capacity and those need external service via supplier must refer with problem and solution need further.
∎ He/she will not be authorized to install any software without permission from Dhaka and will not be authorized to keep any HI data with him/her.
∎ Provide regularly basic induction to HI staff for the usage of devices/software etc.
∎ Knowledge of LAN, WAN, VPN Internet Connectivity product (Switch, Router, Firewall, IP Camera, Printer, PABX, DVR, NVR) installation, configuration, cabling, and access control setup maintenance.
∎ Maintenance and monitoring Office Network: Setup IP Network strategy, Quality of Service, Port Forwarding, Internet speed test.
∎ All computer data of HI is confidential and Freelancer cannot get any access without permission from the Log Area General Services Manager-Cox’sbazar.
∎ All Hardware/Accessories/Licenses will be provided by HI only. Counterfeit software is prohibited by HI.
∎ In case of any absence/change of assigned person must be replaced with another immediately. And payment will be counted as working days only.
∎ And /or any IT issue identified by HI Logistics concerns a person only.
∎ Expected results and indicators for taking delivery of and validating the results obtained: All IT equipment and devices keep functioning in good condition, the status of performance, work to be done, problems and troubleshooting of devices, proper tracking of the device manager and fixing the problem. Along with the regular work listed above, the status of work assigned must be recorded and reported.

∎ A minimum of 1 year of relevant experience in progressively responsible IT service or system administrator for a reputed company or individual.
∎ Required profile of Freelancer:
∎ The Freelancer must have proven competencies in software, hardware, and networking management and support.
∎ Experience in the relevant field with providing support to other details of the specification of Services.
∎ A statement that Freelancer will adhere to HI’s terms and conditions.
∎ Work experience documents for similar types of services with other NGO/INGO or international organizations.
∎ Knowledge and Skills requirements:
∎ Good interpersonal communication skills in both Bangla and English.
∎ Excellent at teamwork and networking with different stakeholders.
∎ Technical skills in the installation and maintenance of IT networks.
∎ Familiarity with the latest network models, ideas, and developments will be desirable.
∎ Knowledge of Cisco Routing, Switching, and Firewall administration

∎ For inter-office movement from Ukhiya, HI will arrange vehicle support.
