Education:
    • Bachelor/Honors

  • Fluent knowledge of Bengali and English, both oral and written, is required.

Responsibilities & Context:

Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, Society provides humanitarian assistance to vulnerable people over the last 53 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Currently, the Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position:

Duration of contract: Up to 31 December 2026 (with possibility of extension).

Age limit: 45 years (age limit will be relaxed in case of potential candidate).

Reportable to: Finance Coordinator BDRCS, PMO, Cox’s Bazar.

Position Summary:

The Finance Officer will be based at the PMO Office in Cox's Bazar and will be responsible for supporting the financial management and administration of projects implemented by BDRCS (financially supported by German Red Cross-GRC). The position will ensure proper financial planning, budgeting, accounting, reporting, documentation, and compliance in accordance with BDRCS and organizational policies and procedures.

The Finance Officer will maintain close coordination with the PMO Finance Team, project teams, BDRCS National Headquarters, and German Red Cross representatives to ensure efficient financial operations and timely reporting. The incumbent will be responsible for maintaining accurate financial records, monitoring budget utilization, supporting audits, processing financial transactions, and ensuring compliance with internal controls and Partner’s requirements as well.

Duties and responsibilities:

  • Manage all accounting transactions, financial records, books of accounts, and supporting documentation.

  • Compile, analyze, and report financial data accurately and in a timely manner.

  • Prepare monthly budgets, cash forecasts, and financial reports for submission to the PMO Finance Department.

  • Ensure compliance with BDRCS financial policies, procedures, donor requirements, and organizational regulations.

  • Support the implementation of internal control mechanisms and report any financial irregularities or compliance issues to management.

  • Review and verify cash and bank transactions and ensure the accuracy of physical cash balances.

  • Prepare payment vouchers, bills, financial note sheets, and other finance-related documentation.

  • Prepare weekly, monthly, quarterly, and annual financial statements and assist in period-end closing activities.

  • Reconcile accounts payable and receivable and ensure timely settlement of financial obligations.

  • Maintain and regularly update the cash book, petty cash records, stock register, and fixed asset register.

  • Monitor and control expenditures against approved budgets and identify cost-saving opportunities.

  • Contribute to maintaining updated the expenditure tracking tool/system (monthly) and contribute to the preparation of the BDRCS forecast and cash advance request (quarterly or according to a different schedule depending on the needs).

  • Maintain accurate financial records and ensure proper filing of financial documents for audit and compliance purposes.

  • Maintain close collaboration and communication with the Program and Finance-Administration field staff.

  • Reinforce financial data confidentiality and ensure secure maintenance and backup of financial records and databases.

  • Assist management in decision-making by preparing budgets, financial forecasts, analyses, and other financial information.

  • Support internal and external audits by providing required financial records, reports, and documentation.

  • Ensure all financial transactions are properly authorized, documented, and recorded in accordance with organizational policies and procedures.

  • Utilize accounting software and financial management systems effectively for data entry, reporting, and record-keeping.

  • Act at all times in accordance with the organization's Code of Conduct and financial accountability standards.

  • Adhere to the Seven Fundamental Principles of the Red Cross and Red Crescent Movement.

  • Perform any other finance-related duties assigned by the supervisor.
