Job Context:
∎ Accelerating the Sustainable Control and Elimination of Neglected Tropical Diseases (ASCEND), is funded by FCDO. The objective of ASCEND is to achieve progress towards the 2020 NTD roadmap targets for the targeted NTDs across priority countries and to strengthen elements of the national health systems which are required for sustainable NTD control and elimination. The Programme will focus on five NTDs: lymphatic filariasis, onchocerciasis, schistosomiasis, visceral leishmaniasis (VL), and trachoma.
∎ The primary function of the Finance Officer is to provide accounting, financial management, and other operational support for VL activities to Crown Agent`s ASCEND team in Bangladesh in close coordination with the regional team based in Kathmandu.
∎ This is a fixed term contract position until 31 March 2022.
∎ Reporting Line: This position reports to Sr. Accounts Officer, Crown Agents Bangladesh
∎ Dotted Reporting Line: Regional Finance Manager (Asia) and Country Lead Bangladesh
∎ Location: The position is based in Crown Agents Office in Bangladesh, Dhaka.

Job Responsibilities:
∎ The main responsibilities of this position include but not limited to:
∎ Accounting and Payments
∎ Under the direction of Sr. Accounts Officer and Regional Finance Manager_Asia, Finance Officer will support to manage below accounting and payment related functions:
∎ Keep record of transactions carried out and prepare vouchers together with relevant supporting documents. - Support Sr. Accounts Officer in the preparation of Bank Reconciliation Statement (BRS) and other reconciliations as per the need.
∎ Prepare summary of the transactions/vendors to be paid and submit to Sr. Accounts Officer for the purpose of issuing cheque and making entries into SUN System.
∎ Support Sr. Account Officer on preparing Tax Deduction at Source / Vat Deduction at Source (This Tax Deduction at Source / Vat Deduction at Source) details and deposits.
∎ Support country lead and ASCEND team in Payment process during, training workshop and field works (e.g. documents review, and other necessary support)
∎ Support Regional team on VAT refund process with Bangladesh Government if applicable.
∎ Support country team while preparing various deliverables together with financial report on timely manner at the time of invoicing for VL activity.
∎ Work as a custodian of vouchers and other related supporting documents created for ASCEND in Bangladesh. - Work as a custodian of petty cash if needed and process for periodic replenishment.
∎ Assets/HR/Payroll Management
∎ Support country lead for the preparation and update of procurement plan of the activity.
∎ Support the procurement process and market survey through competitive process as per the ASCEND procurement manual.
∎ Preparation of updated record of procured materials (Assets, equipment and program materials/supplies) and share with PSO and Regional Finance Manager periodically.
∎ Support Sr. Accounts officer in the preparation of monthly Payroll and tax deposit.
∎ Maintain separate HR file for each ASCEND staff and maintain confidentiality.
∎ Work as a focal point for the medical insurance claim of ASCEND staffs. Collect documents from staffs and coordinate with Insurance company for claim.
∎ Exploring vendors/hotels required for various workshop, stationeries, supplies etc. and maintain proper filing for future reference with the support from Admin and Data Assistant.
∎ Finance Officer will take overall responsibilities of the ASCEND Project Account and will maintain relevant papers with supporting documents for Audit. Finance Officer will face Audit of the Project in consultation with Country Lead and Regional Finance Manager. - Support ASCEND team in various follow ups with vendor, IPs, government offices and etc.
∎ Support PSO and Regional team during the time of audit (Statutory, donor and other evaluations.)
∎ Other tasks as assigned by the line manager, CL and Regional Finance Manager (Asia)

Additional Requirements:
∎ Minimum of 3 years of Accounting/Administrative and work experience in international organization, preferably for an organization implementing activities together with government.
∎ Ability to interact with staff at all levels in a fast-paced environment, sometimes under pressure, and be proactive, resourceful and efficient, with a high level of professionalism;
∎ Excellent skills in coordination among the team, government officials and regional team of ASCEND; Excellent oral and written communication skills in English Language;
∎ Education in English medium school and college preferred;
∎ Excellent organizational skills and attention to detail;
∎ Excellent competency in Microsoft Office, including Word, Power Point, and Excel.
∎ Willing to work in the diverse work environment with passion and patience
∎ Willing to make travels within the country as per the need.
