Job Context:
∎ Reporting: The finance manager reports to and is directly supervised by the managing director of finance, operations, and strategic activities fund.
∎ Location of Assignment: This is a full-time position based in Dhaka, Bangladesh, with periodic travel required throughout the country.
∎ Specific project objectives are:
∎ Develop and implement a program to transform the Smiling Sun Network into a centrally managed, sustainable private social enterprise
∎ Adopt proven innovative approaches to create new strategies to expand access to and uptake of essential service packages
∎ Develop and implement sustainable financial systems to facilitate expanded coverage and ensure equitable access to health services
∎ Improve the quality of care
∎ Improve program strategies drawn from lessons learned (crosscutting)
∎ Position Description:
∎ The finance manager oversees and directs all aspects of project accounting and financial management with input from the deputy chief of party for finance and operations. They carry out both the day-to-day and strategic financial administration of the project in compliance with USAID regulations and the contract signed by USAID and Chemonics. They provide quality control and training to the finance unit of the Surjer Hashi Network (SHN) in collaboration with the managing director of finance, operations, and strategic activities fund when necessary.

Job Responsibilities:
∎ Financial and Accounting Management:
∎ Prepare annual, quarterly, and monthly budgets and reforecasts for project operations expenses.
∎ Assist the deputy chief of party for finance and operations in ensuring accurate monthly budget reforecasts from each project result leader and the SAF unit.
∎ Assist the deputy chief of party for finance and operations in implementing the policies and procedures as set forth in Chemonics' Field Office Guide to Field Accounting and Compliance.
∎ Guide the project accountant, when necessary, in classifying receipts and disbursements in accordance with the Chemonics Chart of Accounts, and report project transactions using the project accounting software Abacus.
∎ Oversee the project field cash position.
∎ Oversee the finance team's work in ensuring that all proper documentation per the policy manual is in place for each transaction before issuing payments.
∎ Oversee project inventory twice a year to ensure that the value of all items booked in Abacus under inventory accounts matches with the total value indicated in the inventory report, monitor vendor balances, and issue and send checks signed by DOA holders to appropriate parties.
∎ Oversee the timely preparation of payroll and electronic payments to staff of the same.
∎ Closely monitor and make all necessary efforts to reduce accounts receivable and accounts payable balances.
∎ Assist the deputy chief of party for finance and operations in ensuring that all product/service procurements document the procurement process and selection according to USAID regulations and Chemonics/project policy.
∎ Conduct financial audits of SHN clinics as requested by supervisor.
∎ Oversee a good working relationship with the project's bank, ensuring that banking activities are processed in a timely and professional manner, and ensure that the bank is providing all necessary services to the project at competitive prices.
∎ Produce work products in conformity with AUHC and USAID's standards.
∎ Communicate information in a way that demonstrates a basic understanding of development assistance work, Chemonics culture, values, and practices, and the specific scope and nature of the AUHC project.
∎ Demonstrate maturity, dependability, integrity, and initiative to learn competencies and skills required for the job assignment.
∎ Promote a work environment that emphasizes teamwork, respect for differences, and accepting and giving constructive feedback.
∎ Conduct any other assignments as requested by supervisor.
∎ Grants and Subcontracts Management:
∎ Provide financial management support to grantee and SHN staff when required.
∎ Provide the Strategic Activities Fund Unit with surge support when needed, especially around monthly voucher examination.
∎ Supervision:
∎ When there is an incumbent project accountant, directly supervise the project accountant and oversee their work product.

Additional Requirements:
∎ Five years post-qualification experience as an auditor, accountant, or finance personnel with
∎ a recognized public or private firm or as an accountant with a reputable NGO, development contractor, or donor agency.
∎ Thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology (private sector, governmental and non-profit) and an ability to understand accounting practices and procedures; to analyze data, narrative reports and workload flow charts, etc.
∎ One year of experience being responsible for quality control of processes up to, but not necessarily including, an organization's final approval level.
∎ Satisfactory ability to communicate in written and oral English.
∎ Proficiency in Microsoft programs (i.e. Excel, Word, PowerPoint) and the ability to use various commercially available accounting software programs.
∎ Ability to work in a professional and cordial manner with staff, implementing and cooperating partners, and relevant NGOs and government agencies. Also, must be able to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
