∎ Project summary: The United States Agency for International Development (USAID) Shobai Miley Shikhi Activity is a 5-year program aims to increase learning opportunities for children with disabilities in government primary schools across Bangladesh. The Activity closely collaborates with the Government of Bangladesh (GOB) to strengthen existing education reforms to enhance inclusive school environments and instruction; increase parents`, caregivers`, and the wider communities` ability to support inclusive education; and expand the government`s capacity to plan, deliver, and manage high-quality inclusive education. The Activity will develop user-friendly teacher support materials and methods that can be scaled and adapted nationwide and will carefully test these new approaches in some of the most hard-to-reach districts of the country.
∎ Position Profile: The Finance Manager will be responsible for overseeing all aspects of financial management and accounting, including systems implementation, budgeting, expenditure tracking, and financial reporting. They will be responsible for ensuring the project`s compliance with both RTI and USAID policies, procedures, rules, and regulations. They will lead coordination in all aspects of project finance and accounting with RTI Home Office, RTI Asia Regional Office, USAID, and partner organizations. The Finance Manager will be responsible for ensuring that all financial systems and procedures (payroll, cash management, vendor payments, budgeting, and other related processes) are followed properly in order to disburse, account, budget, and report project funds and project payment and finance management is cost-effective, timely, done with proper internal controls, and in compliance with Government of Bangladesh, US Government?and RTI policies and regulations. Lead, Manage and develop Accountants.

Job Responsibilities:
∎ The Finance Manager will be responsible for the following tasks:
∎ Lead SMSA's finance and accounting department.
∎ Manage, develop and support the Accountants reporting to this position.
∎ Oversee the project's management of financial and accounting reporting functions to ensure compliance with the terms of the agreement.
∎ Oversee preparation and submission of financial statements and other cost accounting reports to RTI and USAID.
∎ Ensure adherence to RTI and USAID financial and accounting policies and procedures.
∎ Coordinate and consolidate the projection of monthly, quarterly and annual expenditures, and prepare pipeline estimates for the project, ensuring all financial reporting deadlines are met.
∎ Monitor, book, and account for all cost share activities on the project, to include sub-partners.
∎ Compile and analyze financial information to prepare financial statements including monthly and annual accounts including:
∎ Bank/account reconciliation
∎ Cash accounts and advances
∎ Journal entries and general ledger operations
∎ Monthly financial reports
∎ Accurate and timely financial reports
∎ Financial databases
∎ Scanning of all financial documents and maintenance of quality for reporting purposes
∎ Ensure expenses and financial transactions are maintained in compliance with Government of Bangladesh, USAID, and RTI policies and regulations.
∎ Maintain organized filing system for both hard and soft copies of all finance and payment documents and conduct periodic reviews to ensure compliance with RTI procedures and terms of the agreement.
∎ Perform the cash management functions required in maintaining RTI bank accounts including petty cash accounts.
∎ Calculate, withhold and remit any applicable withholding taxes.
∎ Manage VAT exemption documentation and submission, for RTI and sub-partners.
∎ Monitor and review project budget and expenditures, financial forecasts, working with Home Office, International Regional Office and local counterparts to ensure compliance with corporate and client regulations.
∎ Guide the COP and other project staff on managing project expenses to align with annual work plan and approved budget, as needed.
∎ Establish and maintain sound and transparent accounting and fiscal control procedures; be able to detect and swiftly deal with any issues of fraud and/or corruption.
∎ Provide training and guidance as required to build financial management capacity of local partners and finance department staff.
∎ Account for and track expenses and other financial transactions, including expense entry, tracking, and record keeping, as needed.
∎ Perform other tasks as assigned by Operations Director.

Additional Requirements:
∎ Minimum of 5 years of experience managing finance and administration of a donor-funded activity. Experience in the management of USAID-funded projects preferred.
∎ ACCA/CPA or other recognized professional accounting qualification preferred.
∎ Demonstrated experience developing and/or maintaining budget tracking tools in Excel.
∎ Strong skills in budgeting, donor reporting, sub-partner management and accountability, organizational risk, internal audits, and organizational capacity assessment and development.
∎ Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
∎ Ability to collaborate effectively across teams and departments.
∎ Knowledgeable and experienced with international development contracting policies and procedures, specifically USAID.
∎ Familiarity with USG Cost Accounting Standards; Extensive knowledge of computerized accounting systems and accounting software, preferably Quickbooks.

∎ Ability to work independently and as part of a team.
∎ Strong proficiency with Microsoft Office programs (Word, Excel, Powerpoint); experience with QuickBooks preferred.
∎ Advance user of Microsoft Excel.
∎ Well-organized, detail oriented, and able to perform effectively within tight deadlines.
∎ Strong analytical skills.
∎ Hard-working, self-motivated and possessing a positive attitude
∎ In a month, maximum 20% of the time may be required to work in the field.
∎ Excellent oral and written fluency in English and Bangla is required.
