Job Responsibilities:
∎ BACKGROUND OF GONOSHASTHAYA KENDRA AND THE PROJECT:
∎ Gonoshasthaya Kendra (GK) is a National NGO. GK registered as a Public Charitable Trust in 1972 and started with two visions (a) "the fate of the poor decides the fate of the country, and (b) "development of the country depends on development of women."
∎ GK has been active in responding to all significant natural disasters in Bangladesh since 1972 through the mobilization of its own and foreign resources. GK provided food aid, lifesaving medicine, and treatments in its operational Upazilas during floods of 1987, 1988, and 2000, Tornado: in 1989, Cyclone and tidal surge: in 1985 1991, and 1994, Cyclone SIDR 2007, Cyclone AILA 2009 in its operational areas.
∎ GK has experienced partnerships with several UN agencies, and INGOs, such as UNDP, UNHCR, WFP, WHO, World Bank, European Union, UNHCR, Christian Aid, Action Aid, We Social Movement, French Support Committee, Save the Children, Plan Bangladesh, Medico International and many others.
∎ GK is manages 43 health centers in 19 districts, two hospitals of 250 beds, and the largest dialysis center in Bangladesh where 100 people can be treated simultaneously. GK is running one University, Medical College, Dental College, Medical Technical School, Pharmaceutical Industry and a Vocational training school providing short, long and customized courses for distressed women. GK has been awarded numerous national and international awards for its work on health and disaster response.
∎ Gonoshasthaya Kendra Bangladesh and its partner Malteser International are two humanitarian organizations in Bangladesh that have been working on emergency programs since September 2017, post-emergency and development. GK is currently implementing a project funded by the German Federal Foreign Office and Malteser International (MI) of "Improving the health and nutritional situation of refugees in Cox's Bazaar and contributing to the peaceful coexistence of refugee and host communities". The goal of this project is to improve the health, nutrition, and psychosocial status of refugees while assisting host communities through health education at the community level.
∎ POSITION'S SUMMARY
∎ Under the direct supervision of the Head of Operations, the Finance Manager will ensure the smooth and effective functioning of the finance and accounting systems under the GK-MI project. The following are the specific duties and responsibilities:
∎ Financial Planning, Financial Management, Accounting, and reporting
∎ Review and verify all the payment vouchers, and ensure donor compliance and local regulations before disbursement of payment.
∎ Manage the accounting, and finance components of the project, including the various petty cash funds and project finance, accounting activities of the project.
∎ Prepare the financial report in accordance with Donor requirements, and ensure that the budget forecast, bank reconciliation, asset and liabilities report, advance schedule, and fund status are all updated by the first week of each month.
∎ Prepare annual budget and monitor it periodically, review expenditures and suggest corrective measures, revision of budget, and modification as per requirement.
∎ Provide financial operations support throughout the financial planning and implementation process.
∎ Ensure that GK-MI project finances and operations comply with relevant Bangladeshi laws, including tax oversight and filing.
∎ Follow up with GK-HQ on a regular basis to ensure that funds are released and available in the project account on time.
∎ Coordination of quarterly funding requests based on budget and cash flow projections to ensure the project has all necessary funds for operations.
∎ Improving financial internal controls and ensuring adherence to the organization's financial policies and procedures.
∎ Provide operational support on implementation of operational policies, procedures and guidelines to the project management and office colleagues. Resolve complex financial operational issues and/or recommend any deviation from policies and guidelines to meet objectives.
∎ Supervising the accounting functions of the GK-MI project and monitoring financial transactions to ensure that transactions are recorded accurately and on time, and financial reports are delivered to Donors within the deadline.
∎ Follow up with the Finance Team on all payments (e.g., office rent, warehouse rent, vendor payments, advances, etc.), transaction recording, and other financial transactions in a timely manner to ensure budgetary compliance. To resolve pending issues, take prompt action on outstanding accounts.
∎ Follow up with the Finance team to ensure that staff salaries, mobile bills, and regular expenses are paid on time.
∎ Prepare a staff advance statement and closely monitor/follow up with the staff to ensure that the advance or outstanding financial activity issues are addressed in a timely manner.
∎ Ensure all payment vouchers to Donors during project voucher verification and provide feedback with proper responses on the record verification report based on Donor queries
∎ Timely close-out of accounts monthly, quarterly, and yearly.
∎ External/Internal Audit
∎ Prepare a TOR for the annual audit and take the necessary steps to hire an audit firm in a timely manner.
∎ Prepare a financial statement for the auditors to review (receipt and payment accounts, income statement, balance sheet, and VAT and Tax schedule as per NGOAB requirement)
∎ Coordination of external audits of donor grants, local statute, NGOAB, and confirmation of FD4 for fund release, FD6/FD7 approval, modification of FD7/FD6, FD2, FD3 submission, and certification from local government on a project tenure basis.
∎ Coordination and management
∎ Team Management ability to ensure the best output from the team
∎ Ability to complete the appraisal of team members
∎ Maintain discipline within the team in accordance with attendance, leave planning, training, and other compliance issues
∎ Maintain positive working relationships with logistics, HR, the Program team, and the Donor
∎ Participate in internal and external meetings, as well as weekly and monthly meetings with Donors.

Additional Requirements:
∎ At least five years of experience in a finance position with NGOs especially in the Humanitarian Response Program
∎ Having good experience in different FDs like FD2, FD3, FD4, FD5, FD6, FD7, and FD9 in regards to approval of projects, fund releases, project audits and reports, work permits for expatriates, etc.
∎ Demonstrated understanding of standard procurement processes, administration, HR and compliance, and reporting
∎ Excellent interpersonal skills and teamwork
∎ Fluency in spoken and written in Bengali and English
∎ Proficiency in MS Office particularly Excel with expertise in Quick books is a mandatory requirement.

Salary:
∎ BDT 90,000 to 100,000 per month
