Job Context:
∎ World Vision Bangladesh is currently accepting applications for Finance Manager for an anticipated USAID-funded Bangladesh Community Nutrition Activity. The anticipated goal of this activity is to improve the nutrition outcomes of pregnant and lactating women and children less than five years old in Bangladesh. The Bangladesh Community Nutrition Activity will address the inequitable nutrition outcomes of the most vulnerable segments of the population through a targeted community-health system strengthening approach.
∎ This activity is expected to be a five-year program in the $25-50M range. The solicitation is expected to be released in April 2021 and awarded in September 2021. The position is contingent upon funding and donor approval.
∎ This position will manage and oversee the financial management of a multi-year Community Nutrition Activity in Bangladesh. The position provides financial oversight, budget management, facilitate financial decisions, and financial reporting both to the management and the donor. S/he will ensure financial compliance in accordance with USAID rules and requirements. This includes both commodity and non-commodity financial reporting. Key responsibilities will include: control of assets, review of all financial transactions, preparation of financial reports, pipeline analysis and funds planning, control/coordination of finances with external agencies including government, USAID, sub-grantees and implementing partners.
∎ This position will support the project teams and implementing partners in achieving project goals by ensuring funding integration, financial accountability, staffing, planning, and reporting. S/he will likewise provide detailed financial analysis, reporting, system and process development, training, and support to all financial staff associated with the grant.

Job Responsibilities:
∎ Financial oversight, budget management, and financial reporting of the project. This includes implementing financial policies in accordance with WV Field Financial Manual and USAID rules and regulations;
∎ Ensure compliance of USAID regulations, adherence to National legislations, and country-specific standards i.e. practice standard financial system including good internal controls, asset monitoring and reconciliation of all funds accounts including those of the sub-grantees;
∎ Prepares and analyzes financial summaries and reports and assures that all grant policies are adhered to in the charging of costs.
∎ Ensure compliance on both commodity and non-commodity financial reporting.
∎ Support project teams, sub-grantees, and contractors in achieving project goals by assisting them in budgetary and financial reviews;
∎ Have direct functional control over financial staff, such as the finance coordinator, finance/admin and supply chain management officers and performs periodic performance review on them;
∎ Train project finance staff and staff of sub-grantees on all aspects of the financial system including the Sun system, MS-DAX, (where applicable), and reporting in order to build the capacity of the staff.
∎ Facilitate and support internal and external audits. This may involve the selection of external audit firms, prepare responses to audit reports, and address audit findings.

Additional Requirements:
∎ Thorough knowledge of generally accepted accounting principles as well as financial systems and USAID regulations.
∎ Must have excellent interpersonal skills, experience in a multi-cultural environment, and communication skills in English and Bangla as well as negotiation and administrative abilities
∎ Understanding of monetization procedures and grants accounting
∎ Supervisor/Management, Problem-solving, negotiation, communication, and collaborative skills
∎ At least 8 years in grants financial management specifically managing financial systems of major government donors (e.g. USAID)
∎ Experience in budget preparation, financial analysis and planning, monitoring & compliance.
∎ Proven experience as a team player
∎ Gateway to Grants (WV Grant Solutions eLearning) certification
∎ Competent in the use of Microsoft Office computer programs including Word, Excel, PowerPoint, Sun System as well as electronic mail.
