Responsibilities & Context:

The Finance and Administrative Officer will be responsible for managing day-to-day administrative, logistical, and accounting support for smooth project implementation under the FSTIP project. The role demands efficiency in office operations, coordination of logistics, asset and documentation management, and maintaining records in compliance with organizational policies.

Finance Responsibilities:

  • Financial Recordkeeping: Manage cashbooks, ledgers, bank transactions, and petty cash. Ensure accuracy in all financial documentation and compliance with relevant tax rules.
  • Payments and Disbursements: Handle processing of staff salaries, supplier/vendor payments, travel claims, advances, and per diems. Verify proper authorization and attachment of supporting documents.
  • Budgeting & Reporting: Prepare and track budgets, financial reports, and donor-related financial statements. Support budget forecasting, monitor expenditures against budget lines, and ensure timely submission to stakeholders.
  • Audit & Compliance: Coordinate with internal and external auditors. Address audit observations, maintain organized documentation, and ensure compliance with institutional, donor, and government financial regulations.

Administrative & Logistical Support:

  • Oversee daily administrative operations and ensure seamless office functioning.
  • Organize logistics for meetings, workshops, conferences, and special events.
  • Ensure the security and safety of office premises, assets, and personnel.
  • Coordinate procurement and stock management of office supplies, equipment, and project-related materials on a quarterly or as-needed basis.
  • Ensure functionality and maintenance of office equipment (printers, photocopiers, computers, etc.).

Documentation & Records Management:

  • Maintain updated records, including staff leave registers, inventory logs, and other administrative files.
  • Prepare and manage both digital and hard copy documentation—scanning, binding, photocopying, and filing.
  • Maintain registers for incoming/outgoing mail and ensure timely correspondence distribution.
  • Support internal and external audits through well-organized procurement and administrative files.

Procurement & Finance Coordination:

  • Assist the Accountant with procurement documentation, including quotations, vendor communications, and payment processing.
  • Maintain up-to-date procurement files in line with organizational and donor requirements.
  • Support in processing financial and administrative documents for approval.

General Office Support:

  • Ensure regular servicing of office equipment and timely troubleshooting.
  • Assist in dispatching important documents through courier or official mail.
  • Uphold discipline, confidentiality, and professionalism in all tasks.
  • Promote teamwork and contribute positively to the work environment.

Other Duties:

  • Perform any additional tasks as assigned by the Project Manager or senior management to meet organizational needs.
