∎ Position Title: Finance and Administrative Officer under Improving Sexual Reproductive Health Rights and Maternal and Newborn Health (ImSRHR&MNH) Project.

∎ UNICEF and UNFPA have partnered with government of Bangladesh and jointly launched "Integrated Continuum of Quality Maternal, Newborn and Child Health Care" to reduce maternal, neonatal and under-five child mortality and morbidity, improve young child growth and development. This initiative is aligned with 4th Health Nutrition Population sector plans (2017-2022) and is being implemented by the Directorate General of Health Services (DGHS) under MOH&FW with technical and financial support from UNICEF and UNFPA in five districts from (2018-2021).
∎ CARE has partnering with UNICEF for implementing community based intervention in Patuakhali and Sirajganj districts to create an enabling environment for utilization of Maternal, Newborn and Adolescent health services among the community through demand creation. Through this engagement, health systems are expecting to increase key care-practices at home, timely care seeking from appropriate providers and utilization of health services leading to improved MNCH coverage. At the end of the initiative aims at modeling a cost-effective approach for district evidence based planning and budgeting, focuses to bring, quality, equity and responsiveness in services, and establishing feasible model for health system strengthening.

∎ The Finance & Administrative Officer position is designed to provide extensive support to the IMSRHR&MNH project implemented in 9 Upazila of Khulna district under Khulna Regional Office. S/he will provide support in all aspects of administrative, logistics, communication, procurement and some basic finance issues to the projects. S/he requires the intimate knowledge and experience on administrative and procurement policies as well as the knowledge on operation procedures of different projects. The position will assist for project budget preparation, monitoring, financial reporting, and prepare documents for audit if necessary. S/he will support the Health team in maintaining the project materials/equipment, maintaining inventory records, and tracking of procurement. The incumbent will assist the project in procurement of materials/equipment, maintenance and repair of project furniture, fixture & equipment, maintaining records and register, monitoring expenses and provide feedback for improvement of the system. The Administrative Officer will also be responsible for preparation of purchase request and tracking of procurement. One of the main challenges of the position is to provide administrative/logistic support in staff/beneficiary training activities of the program.
Additional Requirements:
∎ 3 to 4 years practical experience in relevant field.
∎ Should have ability to conduct cost analysis.
∎ Should have knowledge on financial operation and management.
∎ Should have knowledge on general administration.
∎ Ability to plan and optimum use of available resources.
∎ Good knowledge on budget.
∎ Computer skill (word processing, spreadsheet and database). Skill on People Software Program will be as an additional computer competency.
∎ Excellent verbal and written communication skills.
∎ Good communication skills in Bangla and English.
