Educational Requirements:
∎ Graduation certificate(s) in accounting and/or finance related

Job Responsibilities:
∎ Prepare the realistic monthly fund request and ensure on time submission to PMU, Panii Jibon Project, Dhaka.
∎ To maintain and appropriate cash position, monitor the Bank accounts and petty cash fund , prepare monthly bank reconciliation statement and take necessary action.
∎ Ensure the preparation/process of daily/monthly payments to the staff/members/ vendors such as advance, travel expenses, overtime, and bills accurately and on time.
∎ Review/approve bills/vouchers in accordance with cash disbursement voucher, cash receipt voucher, adjustment voucher, and other relevant documentation.
∎ Prepare and review the monthly payroll of staff and transfer to the respective bank account.
∎ Preparation of field office monthly financial report (through Banana) and timely submission to Project Manager for final authorization.
∎ Prepare Budget expenditure summary and review the budget analysis report and assist the Project Manager to keep the trend of expenditure according to the approved budget.
∎ Assist in preparation of the proposed and revised field office budget.
∎ Deduct of Income Tax and VAT of all concern Bill/Voucher(s) as per Government Rules and deposited to Govt. treasury accordingly.
∎ Support to PMU, Panii Jibon Project for timely submission of monthly tax and VAT return and other related issues.
∎ Handling of external audit.
∎ Check/review SPRF in compliance with the approved budget for all kinds of procurement. Collect quotations, arrange tender, prepare bid summary and Purchase Order (PO) as and when necessary, according to the HSI-Bangladesh procurement policies and procedures
∎ Deal with all utilities, e.g., electricity, water, gas, telephone as well as supervise the function as usual in field office
∎ Ensure logistic support to arrange different training, workshop, purchase train/bus/biman ticket as per project requirement, booking Hotels for ensuring accommodation.
∎ Arrange hired vehicle timely for field staffs to visit field smoothly.
∎ Assist to preparing deed of agreement with different Suppliers/Vendors
∎ Visit PNGO in Quarterly basis and get them feedback, training, coaching etc
∎ Check expenditure and review the budget analysis report and assist them to keep the trend of expenditure according to the approved Budget.
∎ Review the financial report and sent it to PMU-Panii Jibon Project, Dhaka.
∎ Assist and provide information to the HSI-Finance/External Auditors to undertake Audit of PNGO.
∎ Keep record of Field Office store inventory, ensure the accuracy and availability to meet up the requirements of Field Office.
∎ Review the FF&E list of Field Office with the physical FF&E items of Field Office for specific period as when required and provide the necessary feedback to the Project Manager for his necessary action
∎ Monitor numbered FF&E list for items are maintained by the Field Office and kept updated
∎ Ensure that the room-wise FF&E items of Field Office are correctly preparedIn consultation with the Project Manager, ensure that individual staff (like Support staff) is aware of his assigned tasks & accomplish within given time.
∎ Supervise support staff and prepare Annual Performance Agreement and Review (APAR) and submit to Project Manager/Assistant Manager-Finance.
∎ Provide on the job training, coaching, and mentoring to the support staff working in field office.
∎ Initiate and process all HR related correspondence and file them correctly.

Additional Requirements:
∎ Age at most 50 years
∎ 3 years’ of working experience INGO environment with at least 2 years in finance profession
∎ Work experience in .
∎ Knowledge of modern accounting methods, including electronic book keeping.
∎ Good knowledge and experiences on auditing practices; program budget planning.
∎ Good knowledge and experiences on MS excel, word, and financial management software.
∎ Advanced knowledge & skills of above programs; spreadsheet and database.
∎ Fluent in English, Bengali native speaker desirable.

Salary:
