Educational Requirements:
∎ Bachelor's Degree in accounting or financing, preferably Master's Degree in the same or any other relevant field;
∎ Any professional course (CA CC) would be preferable;
Experience Requirements:
∎ 5 to 7 year(s)
Job Responsibilities:
∎ Liaising with the Bureau of NGO Affairs (NGO-AB) along with other public authorities in Bangladesh time to time in consultation with the Resident Representative, Office Manager, Finance Manager as applicable. Ensuring good relationships and smooth operation with the said authorities for the best interest of FES. Develop an operational system to communicate regularly and adhere to all the compliance issues in this regard;
∎ Assisting FES Bangladesh in annual budget preparations - FD-6 for NGO-AB and annual budget for headquarter, fund tracking and implementation of financial policies;
∎ Participating in financial audits by preparing necessary documents / schedules for audits and answer audit queries from external auditors in collaboration with the Finance Manager;
∎ Assisting financial reporting - monthly and yearly by processing invoices, certify correctness of vouchers, bills, statement of accounts, and other financial statements, reconcile bank transactions monthly, complete documentation as per FES Financial Regulations, ensuring financial compliances in accordance with FES rules and regulations and rules by Government of Bangladesh;
∎ Managing partners' financial reporting, tracking partner advances in compliance with FES regulations and in cooperation with the Finance Manager / respective Programme Coordinators;
∎ Managing bank transactions related to the project, preparing bank transfer requests, submitting them to the bank, monitoring fund transfers, and preparing monthly bank reconciliation statements and remittance schedule as and when necessary;
∎ Comply with the local law of the country regarding tax as well as VAT (e.g., preparation & submission of return forms or periodical statements as required time to time by respective government offices. Helping in preparing vendor/partner wise TDS/VDS list (monthly and yearly);
∎ Develop and maintain effective office systems (e.g., IT support, office maintenance, fixed assets, supplier contact), ensuring these are running efficiently in consistence with FES requirements;
∎ Helping FES in office safety and security management, event management, recruiting and any other tasks required for the operation of FES Bangladesh's activity in collaboration with the office manager;
∎ Ensuring compliances with FES Data Protection Policy in terms of all official data (e.g. financial and personnel records, other confidential data etc.);
∎ Any other task assigned by the Resident Representative
Additional Requirements:
∎ 5-7 years of experience in NGOs/INGOs as an accountant, experience in financial and accounting and administration, preferably with international development project;
∎ Efficient in liaison with NGO-AB and other government office for business dealings;
∎ Sound knowledge of administrative and accounting regulations and procedures and the Tax, VAT and other Government Laws of the country;
∎ Proven track records in project management such as in meeting deadlines, timely submission of acceptable deliverables, etc.;
∎ Excellent Bangla as well as English communication skills, both written and verbal (proficiency in typing Bangla is expected);
∎ With excellent skills in the use of office software packages such as MS Word, Excel, Accounting software, and PowerPoint and online platforms;
∎ A good understanding of office IT systems is welcome to liaise with the IT support service;
∎ Strong interpersonal skills and an enthusiastic team player to foster FES efforts;
∎ Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
