Job Context:
∎ The main purpose of this position is to ensure overall financial management and delivery of business plan, promote common policies and practices, maintain day-to-day financial control and play admin role to ensure that all finances are establish properly administered and monitored.
∎ The position will ensure effective management of financial risk, compliance and financial control, planning, grants provision mechanisms, monitoring and financial analysis that supports the Project Managers.
∎ The position will facilitate any internal or external audit by providing the required financial data, supporting documents and information requested.
Job Responsibilities:
∎ Ensure compliance with World Vision (WV) and donor finance, procurement and administrative policies, standards, procedures and government VAT & Tax requirements.
∎ Establish and assist in maintaining effective internal control in the financial management of the project.
∎ Facilitate Project team in integrated financial planning, budgeting and monitoring in accordance with donor’s guidelines as well as WV guidelines.
∎ Ensure standard record keeping, process payments and prepare & submit reports to stakeholders on time.
∎ Provide support and advice to program partners in financial and administrative aspects.
∎ Maintain high confidentiality of documents and information and take adequate measures for safety and security of documents, information and other resources.
∎ Facilitate administrative & Supply Chain Management-SCM functions and provide necessary support to the project team for smooth operation.
∎ Support the project team in integrated financial planning, budgeting and monitoring in accordance with Action and donor guidelines.
∎ Provide monthly financial analysis to management on project performance.
∎ Prepare regular financial reports and work closely with the Grant Finance Team and Project Manager for timely submission of reports to World Vision Japan, donor and Government.
∎ Efficient of resources allocation and ensure good financial result in plan and forecast.
∎ Submit to Donor report on time and accurate with grant compliance.
Additional Requirements:
∎ Age at least 28 years
∎ Understand the Humanitarian industry.
∎ Basic knowledge and skills in accounting.
∎ Supervision/Management, Problem solving, negotiation, communication and collaborative skills.
∎ Good time management and organizational skills.
∎ Knowledge and familiarity with financial regulations, system and accounts of grant funded projects.
∎ Ability to work with multiple deadlines and high demands.
∎ Ability to speak and write reports in English.
∎ At least 3 year of extensive experience in the field of accounting, grant funded project, managing Finance with partner NGO preferably in grant funded project.
∎ Proven experience in Team Leadership and facilitation.
∎ Proven experience as a team player.
∎ Competent in the use of SUN System, Microsoft Office computer programs including Word, Excel and PowerPoint.
∎ Should live in the project working area and fieldwork is expected.
∎ Ready to accept the challenge and ability to work under stressful situation.
∎ This role will work directly with Project Manager and other project staff.
