Educational Requirements:
∎ Master’s degree in Finance/Accountancy/Chartered Accountancy (course completed)

Job Context:
∎ Helvetas has been active in Bangladesh since 2000, implementing development projects in the areas of governance, civic engagement and social cohesion, economic development, safe migration, water and sanitation, agriculture and nutrition, and climate and the environment. Helvetas is further engaged in emergency response and supports the more than 800’000 refugees from Myanmar in Cox`s Bazar.
∎ We are looking for a qualified and experienced Finance & Admin Manager for a Dhaka-based project office. This position will directly report to the Project Director and will be responsible for ensuring the integrity and usefulness of Helvetas’ financial systems and facilitating Helvetas’ internal administrative operations.

Job Responsibilities:
∎ Establish and ensure standard financial management and accounting processes at /within project team. Also ensure compliance of project financial operation and management with USAID financial policies & procedures.
∎ Carry out and record daily financial transactions in BANANA accounting software and prepare and submit monthly, quarterly financial reports to Head of Finance in accordance with applicable USAID Standard Provision.
∎ Maintain project bank accounts, verify accounts status and reconcile bank statements. Prepare and submit monthly, quarterly financial reports to the Project Director and Head of Finance and Services.
∎ Regularly Monitor the project expenses to determine expenditure trends and keep cost lines within the approved budget. Make the invoicing to and liaise with the projects/head office regarding settlement of financial matters.
∎ Prepare project staff’s monthly salary, allowances and other payments and ensure timeliness of payments. Manage the day to day operations and transactions of the staff Gratuity and Provident Fund.
∎ Support and coordinate with the auditors to carry the audits of project financial operations.
∎ Support private companies for capacity building through orientation, training, visiting, monitoring and internal audit. Coordinate with and gather reports from private companies , review federal and non federal cost of USAID and ensure leverage contribution . Support the auditor and private companies for conducting external audits.
∎ Coordinate with the Helvetas Government and compliance personnel to ensure governance requirements.
∎ Ensure GoB VAT and Tax compliance in case of project staff benefits and procurement of goods and services and in other areas as applicable. To extend support in identification of service providers/vendors, negotiation and procurement.
∎ Render services and ensure the functions of Administrative, Logistics and IT support and other support staff (driver and peon). Ensure IT support for the project staff through the central IT Officer.
∎ Render services in Human Resources and Personnel management including recruitment support, contract preparation, updating of personnel files, maintaining leave/sick leave records, processing social insurance issues, obtaining visa and work permits /travel permissions, managing fixed asset inventories, etc.
∎ Render services and ensure logistic / vehicle support for the project staff on the regular /routine field visits

Additional Requirements:
∎ Minimum 6 years of experience in the relevant job and at least 3 year working experience with USAID funding project..
∎ Experience with procurement, contracts management (donor, private companies), logistics and /or human resource related matters for USAID funded project.
∎ Experience managing financial transactions on USAID-funded programs and familiarity with
∎ USAID regulations and proceduresGood organizational and team management skills, ability to motivate and train staff members, and to delegate tasks.
∎ Strong analytical, facilitation and team building skills;
∎ Work experience in a collaborative project with public and private sector;
∎ Skills in operation and use of MS Office (Excel, Word, Power Point) and internationally acceptable accounting software.
∎ Fluent in English both written and spoken, should be able to demonstrate his/her ability to translate complicated ideas into language easily understood by others.
