Job Context:
∎ Job Nature: Full-time
∎ Contract Duration: Contract for 22 months with Waterkeepers Bangladesh (WKB), administered by Blue planet initiative (BPI). Job contract is subject to the availability of donor funding and satisfactory performance.
∎ Contract Starts: March 01, 2021
∎ Reporting to: WKB Consortium Lead, Anti-pollution Advocacy Project.
Job Responsibilities:
∎ To prepare and submit advance requests/monthly forecast report and project related entities to the donor.
∎ To maintain books of accounts in ERP software Tally. To ensure disbursement of payment on time as required.
∎ To ensure proper documentation in the support of payments and adjustments.
∎ To ensure financial reporting in accordance with contractual requirements of the donor along with WKB/BPI and Government policies.
∎ To verify sub-contractor's all financial and cost share reports including pertinent documents and keep posting in WKB/BPI's books of records.
∎ To monitor the allocation and segregation of budget month-wise in line with the activities in line with the approved budget.
∎ Prepare financial statements in accordance with the organizational policies and contracts.
∎ To ensure and follow up proper calculation and documentation of cost and activities sharing in accordance with the budget narratives.
∎ To develop procedures and practices for monitoring, managing and analyzing project budgets, which allow accurate projection of expenditure and comparisons of actual and budgeted spending.
∎ To coordinate and oversee program tendering and procurement activities.
∎ To ensure project finances and operations adhere to relevant Bangladeshi laws, including oversight and filing of necessary taxes.
∎ To advise project staffs on financial health of the project through the provision of regular and timely financial expenditure reports.
∎ To review and approve all vouchers for expenditure and ensure expenses are reasonable, allowable and allocable to the project.
∎ To oversee payroll procedures for the project staff including timesheet.
∎ To lead the quarterly, semi-annual and annual accountancy disclosure with his administrative/finance team and under the supervision of the coordination authorities for Finances/ Administration.
∎ To maintain electronic documentation of Finance and administrative, all relevant documents through share drive.
∎ Able to provide quick and correct information to donor and project staff along with necessary supporting documents/evidence
∎ Conduct field visit as and when required.
∎ Ensure compliance of Bangladesh Government, PAR and USAID.
∎ To handle external audit to ensure timely audit report.
∎ Ensure logistic support to program (arrange meeting, booking venue , and accommodation and also transportation )
∎ Reporting/communication
∎
∎ To assist the consortium with creating sub-contracts and drawing up financial reports as well as providing all necessary reports required by the project.
∎ To establish and maintain relationships with the consortium, CSOs, donors and relevant stakeholders.
∎ To participate in meetings (consortium, internal team, donors, authorities and as required)
∎ Organizing meetings relating to his/her field of activity and document the meetings.
Additional Requirements:
∎ Minimum 8 years of experience in Finance and Administration management.
∎ Minimum 2 years of experience on USAID funded project is required;
∎ Experiences on cost-share management and reporting.
∎ Proven experience of managing projects in a consortium approach is required.
∎ Experience to handle the external audit to ensure quality and timely reporting.
∎ Familiar with financial budgeting and reporting.
∎ Advance knowledge and hands on experience of Microsoft Excel
∎ Highly skilled in team coordination, networking, mobile apps use and others.
∎ Excellent written and oral communication skills in English and Bengali required.
Salary:
∎ Monthly Consolidated salary BDT100,000.00. There is no other benefit applicable. This Contract will be up to December 31, 2022.
