Experience:

• At least 4 years

• Bachelor’s degree in social science, Anthropology, Development Studies, Social Work, or a related field; and Master’s Degree will get high priority.

• Minimum of 4 years of experience in in similar position in NGO/INGO,

• Have motivation to stay at Upazila level and work with Migrants, community peoples, GoB departments, civil Society, NGO and development partners

• Working experience with migration related projects will add value.

• Excellent computer skills in word, excel and internet using is an advantage

• Strong report writing skills in English. Bangla typing skill is most needed.

• Strong leadership and interpersonal skills.

• Effective communication and negotiation abilities.

• Adaptability and problem-solving skills.

• Ability to work independently and as part of a team.

• Knowledge of local context and cultural sensitivities.

Context and Scope

IOM is currently implementing a project titled ‘Bangladesh: Reducing Irregular Migration And Supporting Returnees & Displaced Persons’, in coordination with Ministry of Expatriates' Welfare and Overseas Employment (MoEWOE) and supported by the Ministry of Foreign Affairs and International Cooperation, Government of Italy to strengthen migration management with particular focus on promoting safe migration, addressing adverse drivers of migration, and supporting the sustainable reintegration of vulnerable returnees.

The key objective of the project is 'Strengthening safe migration pathways in Bangladesh through raising awareness, supporting sustainable reintegration and providing alternatives to irregular migration'. This is a 2.5 months project starting from 1st September’ 2024 with possibility of project extension for one year subject to availability of funding.

Bangladesh Nari Sramik Kendra (BNSK) is an implementing partner (IP) for implementing the “Reducing Irregular Migration and Supporting Returnee and Displaced Persons” Project activities in Sylhet and Madaripur District. BNSK is seeking suitable candidates for 04 Field Officer positions, who will be placed at Sylhet/ Madaripur District Project Office, and responsible to implement project activities.

Under the overall guidance of the IOM and direct supervision of the Program Director, and in collaboration with relevant project staff and stakeholders and the respective local Non-Governmental Organization (NGO) partners, local authorities, the Filed Officer will be responsible for the tasks mentioned below:

Job Responsibilities and Accountabilities

• Support project implementation as per the operational guidelines.
• Support selection of the project areas such as Upazila, Union, Schools in Sylhet, Madaripur district(s).
• Support selection and establishment of the Migration Information and Resource Service (MIRS) booths at the Upazila/Union level.
• Support the arrangement and monitoring of the post song, and ensure the arrangement of art & cultural competitions including the wall painting event at the community level.
• Maintain effective communication with the local level stakeholders relevant for project implementation.
• Support organization of meetings, seminars, and trainings at the District, Upazila and Union level and facilitate as required.
• Identify and select the vulnerable returnees and internally displaced people, including women, from selected areas and document their information with their consent.
• Facilitate proper selection process, screening and registration of the project beneficiaries and ensure data entry in the recommended information management tools.
• Participate in comprehensive training on gender responsive reintegration counseling including case management and referral mechanism.
• Maintain regular liaison, coordination with the Upazila/Union level administration, elected bodies, and other community level stakeholders.
• Provide counseling to support reintegration planning and refer them to relevant economic, social, and psychosocial services for sustainable reintegration.
• Maintain and monitor project related progress, data, information and support in the preparation of periodic reports.
• Ensure post referral monitoring and follow of the beneficiaries to ensure access to the services.
• Make regular travel/field visits to ensure follow up support to the project beneficiaries for social & economic (re)integration and assistance to displaced population.
• Maintain regular coordination & communication with Local Government, Elites & community level stakeholders.
• Ensure communication and visibility of the project as per the implementation plan.
• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
• Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
• Ensure compliance to the Data Protection Principles.
• Perform any other duties assigned by the management
