∎ 1. Organizational Background

∎ 2. Project Background
∎ Oporajita, a Collective Impact Initiative for the Future of Work for Bangladesh, is a 24-month (2022-2024) project funded by the H&M Foundation, with the vision to enhance the employability of women garment workers (WGWs) and safeguard livelihood from the impact of automation and digitalization in the textile industry. iDE`s goal for Oporajita is to improve the entrepreneurial capacity of 1,500 out-of-work women garment workers (WGWs) and increase their household incomes by 50% by 2024, particularly those located in the Dhaka division (Gazipur, Ashulia, Savar, and Narayanganj). More specifically, Savar Upazila (Savar Municipality, Ashulia Union, Dhamsana Union, Tetuljhora Union, Bhakurta Union), Gazipur Upazila (4 Unions and Gazipur City Corporation), Narayanganj Sadar Upazila (Fatullah (Enayetnagar, Panchabati, Daovog, Baraibog, and Masdair) and Siddhirganj), and Bandar Upazila (Kolagachia Union and Bandar Union). This initiative aims to have two major outcomes, firstly, to ensure out-of-work WGWs are able to access and utilize appropriate enterprise development services, which enables them to start and/or further improve their business in target sectors. Secondly, the out-of-work WGWs are able to utilize, access, and uptake a range of critical financial products, services, capacity-building measures, and digital/analog marketplaces to enhance their businesses.
∎ 3. Understanding of the Assignment
∎ iDE is looking to hire experienced and skilled field facilitators for the Oporajita project on a part-time basis. The project is being implemented in three (03) districts in the Dhaka division - Dhaka (Savar), Gazipur, and Narayanganj. The project team needs assistance from the facilitators in executing a few field activities. Along with this, a set of project-specified indicators will be tracked and analyzed to assess the success of the project. As per this ToR, iDE will recruit three (03) facilitators to undertake field activities and data collection with the highest quality measures and data entry. The selected facilitator will work on the Oporajita project`s operational field. The field facilitator will be required to complete the assigned and planned task from the field before the contract ends.

Job Responsibilities:
∎ The methods of data collection for the assessment will be both quantitative and qualitative, while the facilitator is anticipated to engage in identifying and communicating with Out-of-Work Women Garment Workers (primary actors). The assessment will gather data on the project's primary actors, training activities, client attendance tracker, quarterly trackers, impact evaluation, and change stories of clients. Data will be collected from Oporajita's Out-of-Work Women Garment Workers and possibly different input and output market actors. This assessment will allow the program to produce unbiased, reliable, precise, and accurate data regarding the results of the Oporajita project. Moreover, s/he will provide all the required implementation support to the primary actors for capacity building, market linkage, and access to finance through Oporajita-led training activities. Periodic follow-up with the primary actors and collection of data as mentioned above will be the immediate next responsibility that s/he will perform.

∎ Develop an adequate understanding of the target community;
∎ Attend Oporajita training for Out of Work Women conducted by the program staff;
∎ Prepare a work plan for executing the assignment;
∎ Support team organizing training, workshops, and other events ensuring participants' attendance, logistic arrangements, and record keeping;
∎ Visit assigned households and connect with Oporajita clients on a regular basis, identify challenges/problems, tracking client's new enterprises and document those appropriately;
∎ Assist IDE staff in Quarterly Tracking of Oporajita Client with data collection, phone and on-site visits, and story collection process.
∎ Submit bi-weekly progress reports as per program needs;
∎ Maintain effective communication with key staff to provide updates on the progress and challenges in the field and seek guidance on the way forward;
∎ Proofread the transcribed data and submit error-free data and documents to the concerned person;
∎ Support team in organizing events for Out of Work Garment Workers in Business Management, Financial Literacy, and Market Linkage training ensuring participants' attendance, logistic arrangements, and record keeping.
∎ Based on the field context, the field facilitator is expected to deliver the following:
∎ Work plan for the execution of the assignment;
∎ Clear and well-written transcriptions in English and or Bangla from the collected data;
∎ Monthly story collection from Oporajita Clients.
∎ Monthly progress report;
∎ Event participant list, bill voucher (if any), and other record-keeping documents.

Additional Requirements:
∎ At least 1 year of experience in the development sector will get preference.
∎ Fresh Graduates are also encouraged to apply with appropriate motivation.

∎ Financial Benefits and Conditions
∎ Field Facilitators will be assigned to work a set number of days of each month, for a set number of months.
∎ S/He/They will get BDT 1,100 per working day, as daily remuneration of service for the following time in
∎ Gazipur: a maximum of 84 days over the course of 12 months.
∎ Savar: a maximum of 84 days over the course of 12 months
∎ Narayanganj: a maximum of 63 days over the course of 9 months
∎ This includes field facilitators' fees and expenses (including travel costs, phone allowance, accommodation, and food expenses, etc)
∎ Hence, The following will be the maximum amount payable for engaging in the following location per person
∎ Gazipur: a total of BDT 92,400 for a total of 84 days.
∎ Savar: a total of BDT 92,400 for a total of 84 days.
∎ Narayanganj: a total of BDT 69,300 for a total of 63 days.
∎ The payment will be made in single-time installments as follows: 100% payment upon completing and submission of acceptable deliverables in each month with consideration of the 'No Work No Pay' modality.
∎ The following terms and conditions will apply:
∎ The payment will be made through an account payee cheque/ wire transfer (account name, number, type, bank name, branch name and router number are required for wire transfer) based on the timesheet and monthly activity plan completion;
∎ Government VAT and tax regulation will be applicable as per the GoB rule;
∎ The selected field facilitator will abide by other terms and conditions of iDE Bangladesh.

∎ Prepared to undertake frequent field visits and extensive travel by using local transport.
∎ Willing to follow iDE rules and regulations.
∎ Available for agreed dates and assignments. Bi-Weekly schedules will be organized with the Market Development Officers.
∎ Candidates from project areas (Savar, Gazipur, Narayanganj) will get preference.

∎ Other Information
∎ Based on unavoidable circumstances, the period for conducting the assignment might change. The facilitator is expected to be able to accommodate these changes without additional cost. A final detailed work schedule will be determined during the orientation meeting.
∎ The remuneration package, workdays, and deliverables may change based on negotiations with the iDE management.
∎ iDE reserves the right to terminate this agreement at any time with the consultation of the employee as per HR policy.
