∎ Project Context:
∎ Welthungerhilfe (WHH) aims to support the vulnerable community in the country level and facilitating their access to improved their social status, nutritious value, improve agricultural production, living conditions, sanitation facilities, personal hygiene etc.. Through the project expects to reach extreme vulnerable groups and to provide them with direct assistance for identified Nutrition, agricultural support, WASH needs, etc by coordinating with and complementing of , Agricultural, economic, Nutrition, WATSAN/WASH programmes of the Government of Bangladesh, DPHE, UNICEF, UPs, BDRCS, UN agencies, international NGOs and local/national NGOs working, LGIs and Upazila administration in the country level.

Job Responsibilities:
∎ Objectives of MEAL Manager:
∎ The incumbent is responsible for the delivery and management of technical and social expertise on MEAL, ensuring high quality and timely inputs, and for ensuring standard of project activities and its strategic vision for attaining project objectives and goals result in the achievement of its intended outputs in a cost effective and timely manner. S/he will be responsible for leading the activities of MEAL through planning, implementing and managing the delivery of policies, reports, knowledge of services and other results approved in the project document or periodical/annual work plans. S/he will also closely work with operations unit at country level with different cluster including Agricultural, WASH, UN agencies, relevant government officials, private sector, non-government and civil society organizations.
∎ The Monitoring Evaluation, Accountability and Learning Coordinator is responsible for the program in country level for supporting 1. The development and harmonization of effective monitoring and documentation tools and systems, 2. The treatment, analysis and reporting of data related to implemented projects in the country level, 3. Develop survey tools and methodologies. The MEAL Coordinator will be involved in and provide support to capacity building and training activities on monitoring, evaluation, documentation and lesson learning topics.
∎ Duties and areas of responsibility:
∎ MEAL Coordinator will be reporting directly to the Country Director / Head of Mission - WHH
∎ Ensure quality monitoring and documentation at the program level and build a nationwide system that captures and presents results
∎ Contribute to the review and development of global and sartorial monitoring and evaluation plans and strategies, ensuring crosscutting issues are well integrated
∎ Design tools and SOP aimed at monitoring project activities implementation against work-plan and logical framework, ensuring that programs have specific, measurable, achievable, realistic and time bound indicators
∎ Contribute to ensure quality and accountability (donors and beneficiaries related accountability)
∎ Support program coordinators project managers and team with data analysis and the production of high quality, evidence-based, donor compliant reports (monthly, quarterly, annual and final) and documentation in a timely manner to accurately reflect field level conditions and programming progress
∎ Ensure data quality and integrity by periodically conducting field visits and spot-checks
∎ Provide training and assistance to develop staff skills in participatory and qualitative design, monitoring approaches, to implement realistic monitoring plans that capture quantitative and qualitative data for comparison against a project’s targets
∎ Train, assist and/or participate in rapid or baseline assessments to inform program design scope of work for evaluation teams.
∎ Work with program coordination and contribute to support and train to apply lessons learnt, case studies and follow up on progress through monitoring and provide on-going support
∎ Carry out daily monitoring visits, focus group discussions, participatory assessments, key informant interviews, information collection and management plans and standards, ensuring appropriate treatment of sensitive information
∎ Assess individual protection issues captured or identified during daily activities and make appropriate referrals for services to humanitarian or other actors as per the referral pathway or best practices
∎ Ensure proper documentation and secure storage of any protection data collected (hard and soft copies)
∎ Participate in various workshops and meetings at sector level and input various information required from the sector and share with the program personnel.
∎ Good understand local language and fluent communication with the community would get preference.
∎ Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions.
∎ Asses various distribution plans for the community and assist management for distribution and Complete daily reporting on findings
∎ Others:
∎ Regular coordination and communication with WHH-HQ MEAL department for MEAL activities/decisions sharing and implementing
∎ Support to WHH-HQ MEAL department providing projects updates/information’s as required
∎ Attend different project meetings, finance meeting and donor meeting,
∎ Attend capacity building training, orientation and events,
∎ Ensure GBV and protection activities under organizational Policy and standards
∎ Coordinate and cooperate to projects team, Finance, HR, Procurement, Logistic and Communication department for smoothly projects operation
∎ Support to organization management for project proposal and concept note development
∎ Ensure organization/projects visibility when and where required
∎ Any other assignments by supervisor/organization ,
∎ Additional Responsibilities:
∎ Dynamic individual with a demonstrated ability to achieve results in a demanding and difficult environment
∎ Practical, quick, reasoning skills; must be able to communicate with all parties of the project
∎ Demonstrated ability for people management
∎ A team player; committed to motivating and leading staff
∎ Clear understanding of the working of Donors grants and their perspective, requirements and standard
∎ Willing to travel in remote areas
∎ Commitment to working with Humanitarian organization.
∎ Any other special task assigned by the supervisor/organization.

Additional Requirements:
∎ Minimum 5-years of experience in working with NGO / INGOs – Humanitarian organizations in MEAL department.
∎ A professional with very good interpersonal skills, results-oriented, flexible, organized and systematic, attention to details, team player but also the ability to work independently.
∎ Good comment of English and Bangla is required. Speaking of local language is an advantage.
∎ Hands-on experience in relevant MEAL-based software/ applications
∎ Fluency in English (both written and spoken)
∎ Willingness to travel the project areas/ fields (remote areas)
