Job Context:
∎ The Evidence and Analytics (E&A) Expert responsible to manage day to day E&A activities that includes process monitoring, output and outcome monitoring of project under iDE-B`s WASH portfolio. S/he will provide technical backstopping for result monitoring related tasks and internal study to the field teams working for project and will maintain strong and effective coordination between the core E&A team and WASH team. S/he will also lead for the capacity building of implementing partners which is to be aligned with the DCED MRM framework and iDE-B`s ICT system. The position is responsible for the development of different kind of study tools, checklists, methodology which should comply with donor requirements and accordingly execution in the field. This position is contingent upon award.

Job Responsibilities:

∎ Design and Planning
∎ Contribute to implementation and ensuring that a Measurement Plan is in place before interventions are executed and in compliance project framework
∎ Assist in development of attribution strategies, external surveys designs which data will be used for management decision making
∎ Work with technical specialist and field teams to review and revise results measurement plans
∎ Support Human Centered Design deep dive research
∎ Assist in developing framework in collaboration with project team to measure market constraints and changes due to project interventions
∎ Support capacity building of the project team in study design, tool development, data collection, data collection supervision, data analysis, data quality control, data quality audits and reporting
∎ S/he will be the project E&A focal person for the scoping of ICT requirements of the project's in support of institutional information system developer
∎ Monitoring, Evaluation and Learning
∎
∎ Monitor the timely execution of Monitoring, Evaluation, and Learning (MEL) Plans of the project
∎ Monitor the achievement of project outputs and results (outcomes) as per programmes MEL manual
∎ Report on ( impact/ outcome level), Key Performance Indicators (KPI) and Management Dashboard of the assigned projects on regular bass
∎ Lead the capacity building of the program team in understanding results data, and in coordination with MEL manager ensure the MEL system of the project operationally and intellectually captures, analyzes and utilizes this data for continuous improvements in decision-making across project managers, project teams and relevant stakeholders;
∎ Support developing study/assessment plans, data collection and analysis tools and guidelines, training on assessments and data collection, developing reporting outlines & formats, developing process management tools & guidelines for the project
∎ Planning, and Strategy Development
∎ Collaboratively plan and implement project activities through the preparation of multiyear and annual work plan in collaboration with the Project Manager and field teams
∎ Facilitate and frame the strategic direction of the project in collaboration with the Project Manager
∎ Ensure the application of iDE's sanitation market system approach
∎ Assist the Field Team Leader in planning and provide technical guidance for strategy formulation and implementation to achieve required changes in the market system related to improved sanitation
∎ Data Collection and Analysis
∎ Conducting and facilitating assessments/ studies as per program requirement (deep dives research, quarterly E&A assessment, annual surveys, case studies, etc.)
∎ Support in data analysis and report writing/editing
∎ Provide results measurement data with analyses and interpretation that needs of the program during reporting
∎ Conduct periodic data quality assessment on different set sets produced by the field implementation team. Prepare and submit report to Project Manager and institutional E&A unit in order to make sure high quality data are produced
∎ Reporting and Documentation
∎ Prepare periodic MRM report as per MRM manual
∎ Support in producing report with results as well as analyses and interpretation to be incorporated in the programmatic report
∎ Develop and document case studies, success stories and other relevant documentation as and when required
∎ Assist program documentation and ensure high quality in documentation
∎ Coordination and Support
∎ Participate in relevant working groups and Dhaka-level PM meetings and workshops
∎ Maintain close contact and communication for project planning, strategy formulation and other issues with supervisor, technical specialists, and institutional support teams
∎ Quarterly travel to all field hubs at least once for problem solving and systems development
∎ Other Responsibilities
∎ Support in executing MEL task given by the institutional iQ unit and provide relevant MRM information to them as required
∎ Organize facilitate periodic (quarterly) MEL review, planning and sharing session with the project team
∎ Maintain close contact and communication with Project Manager, institutional support team, implementing partners for project planning, strategy formulation and quality implementation
∎ Maintain use of online platforms for sharing reports, documents and data
∎ Represent iDE at external events and meetings as agreed with supervisor
∎ Undertake any other additional tasks subject to workload and skill sets such as meetings, trainings and evaluations

Additional Requirements:
∎ Work Experience
∎ Minimum 5 years of experience in Monitoring and Results Measurement/ M&E in rural development projects;
∎ Must have demonstrated expertise/experience in development programming and implementation;
∎ Familiarity and experience with project management concepts
∎ Proven, practical experience with market development approaches and monitoring methodologies such as the Donor Committee for Enterprise Development (DCED) Standard for Results Measurement
∎ Ability to use standard software for data management/analysis such as SPSS. Skills in using STATA and other advanced software for data analysis will be an added advantage;
∎ Prior experience in WASH sector preferred
∎ Ability to cohesively work with various team members, and the flexibility to adapt to different work conditions; and
∎ The role will require fieldwork in rural contexts as and when required and sometimes extended hours of work

∎ Other Information and Conditions
∎ The position would be the regular employment of iDE-B
∎ The remuneration package, work days and deliverables might be change based on negotiation between iDE management and the contract
∎ iDE reserves the right to terminate this agreement at any time with the consultation of the employee as per HR policy
