Job Context:
∎ BLAST is the largest specialized national non-governmental legal services organization in the country. It provides access to a full range of legal services, including information, advice, referral, mediation, and litigation in both the informal and formal justice systems, based on a means and merit test. It also conducts research, advocacy, strategic litigation, and capacity building. It works with 300+ staff, including lawyers, researchers, and paralegals, across 21 district offices, and through community legal clinics in informal settlements in Dhaka city and a pro bono network of 2600+ lawyers.
∎ Position Description: It is a mid-level position based at Dhaka Unit Office located in Dhaka District. The District Project Officer is responsible for maintaining close relations, network and coalition with the different district level departments of government, NGOs, and development partners, managing, implementing, and delivering the activities work plan with paralegals, and maintaining with prisoners or their relatives to hear problems to take necessary steps in a lawful manner and identify causes of arrest & detention if necessary, conducting litigation, organize and attend the different meeting including CCC, workshop and other events, maintain liaison with government departments, local administration, public representatives and other stakeholders, and timely completion of BLAST legal activities.

Job Responsibilities:
∎ Represent the project at the District level and act as its focal point.
∎ Maintain close relations, networks, and coalitions with the different district-level departments of government, NGOs, and development partners.
∎ Ensure a polite and successful interface with all paralegals and other stakeholders for the criminal justice agencies.
∎ Manage, implement, and deliver the activities work plan with paralegals.
∎ Represent the program at meetings, workshops, seminars with stakeholders for effective dialogue and advocacy at divisional and district levels.
∎ Organize events/workshops/meetings/training at the district level.
∎ Meet as required with the Judiciary, Administration, the District Legal Aid Committee, Police, Prison, Health department, Women and Children Affairs Department, Social Welfare Department, and Bar Representatives, in order to improve the efficiency and effectiveness of the criminal justice system in Bangladesh.
∎ Communicate with prisoners or their relatives to hear problems to take necessary steps in a lawful manner and identify causes of arrest & detention if necessary.
∎ Conducting litigation.
∎ Provide leadership, support to paralegals and different stakeholders in project implementation.
∎ Maintain liaison with government departments, local administration, public representatives, and other stakeholders.
∎ Organize and attend the different meetings including CCC, workshops, and other events.
∎ Establish and maintain communication among BLAST HO, GIZ program Office, Paralegals, Government, and Civil society, conducive to the implementation of the project.
∎ Develop and maintain contacts with all relevant stakeholders.
∎ Coordinate data required for reporting in coordination with Paralegals.
∎ Prepare monthly, quarterly, half-yearly, and yearly statements and reports of the project.
∎ Any other tasks may be required by the management from time to time.

Additional Requirements:
∎ Enrolled Bar Council as an Advocate including at least 5 years practical experience in respective local courts.
∎ Only female candidates who have 3 years of experience in the local court are eligible to apply.
∎ Have knowledge about the different sectors of law especially Criminal laws, family laws, domestic violence, violence against women and children.
∎ Have the ability to work with criminal justice agencies as well as independently in a pro bono service manner.
∎ Commitment to handle BLAST's cases.
∎ Sound managerial skill.
∎ Hardworking, proactive, and able to work in a team under pressure.
∎ Good writing, speaking, and research skills both in Bangla and English.
∎ Proficient in MS Office.
