∎ Strategic: As a member of UCEP Bangladesh’s Senior Management Team (SMT) proactively:
∎ Develop UCEP Bangladesh’s values, vision, mission, goals and ensure its promotion and implementation within UCEP Bangladesh and among all its stakeholders specially all staff and students.
∎ Participate in various national and international forums with guidance from supervisor and promote UCEP Bangladesh’s programmes.
∎ Ensure effective communication with stakeholders and strengthen UCEP Bangladesh’s marketing and branding regionally, nationally and internationally.
∎ Proactively identify areas for improvement both in terms of programmatic and institutional development and take constructive measures accordingly, take up challenges and lead changes creatively.
∎ Develop a Road Map for Growth and Sustainability for UCEP Bangladesh and ensure its effective implementation.
∎ Develop necessary Proposals and Business Plans for UCEP Bangladesh and all its entities at central and regional levels and ensure effective implementation.
∎ Provide constructive solutions to programmatic, institutional and organizational issues and proper guidance, support to establish an effective and efficient result-based M&E system and knowledge management mechanism.
∎ Introduce and maintain the use of tech-based solutions in order to ensure effectiveness, efficiency, transparency and accountability to the highest level in regard to business and management procedures.
∎ Contribute to develop project proposal, project completion report, due diligence assessment of partners, business plans etc.
∎ Maintain state of preparedness about the PCM (project cycle management) to make informed suggestion/decision at appropriate forums.
∎ Enhance efficiency and effectiveness of management and promote good governance within UCEP Bangladesh and its entities at central and regional levels.
∎ Maintain strict confidentiality regarding all information, communication and documentation (in electronic or hard copy forms) of UCEP Bangladesh and all its entities at central and regional levels.
∎ Carry out any other relevant tasks assigned by the ED as and when necessary.
∎ Operational: Take lead to ensure quality assurance, effective & efficient management, implementation, growth and sustainability of programmes and services of UCEP Bangladesh and its entities at central and regional levels:
∎ Ensure the development & implementation of UCEP Bangladesh’s programmes and service delivery at regional, national and international levels.
∎ Ensure to develop a result-based M&E framework based on the Theory of Change for UCEP Bangladesh’s programmes at central and regional levels.
∎ Ensure timely preparation and rolling out of annual plans and budget of UCEP Bangladesh, its programmes and its entities including plans and budgets of partnership project as and when required.
∎ Make the Technical Backstopping Team accountable to ensure timely and regular technical support to all components of the programme of UCEP Bangladesh and its entities at central and regional levels.
∎ Ensure timely preparation, vetting and approval of qualitative concept papers, project proposals, business plans, MoUs, ToRs etc.
∎ Develop operational manuals, guidelines etc. and ensure its effective uses across the organization e.g. Technical schools, TVET Instruction etc.
∎ Develop and maintain effective partnerships with relevant stakeholders (government, private sector, donors, academia, media, researchers, etc.) as necessary for ensuring the proper implementation, growth and sustainability of UCEP Bangladesh’s programmes.
∎ Ensure timely preparation of programmes report and submission to donors, partners, government, organizational and other needs.
∎ Initiate, encourage, scale up and ensure proper follow up of necessary research and innovations in regard to development and expansion of programmes and the institutions.
∎ Spearhead the development and rolling out of market-oriented programmes like skills development programmes for expectant migrants and returnees through UCEP Bangladesh’s programmes and social enterprise initiatives.
∎ Play a lead role to develop a systematic structure for effectively identifying funding sources at regional, national and international levels and ensure availability of necessary funding as per organizational needs.
∎ Ensure development, quality assurance and regular updates of Technical education and skills development curricula in line with competencies and outcomes as set in national and international standards and market demands.
∎ Ensure development & delivery of quality and effectiveness of teaching-learning processes in education and skills training programmes. Innovate, develop and share appropriate methods, strategies for ensuring cost-effective management of programmes.
∎ Undertake regular and frequent visits to regions and provide necessary and timely guidance for efficient and effective management, trouble shooting, proper supervision and monitoring of programmes.
∎ Develop and implement high tech-based in-built automated M&E mechanisms for UCEP Bangladesh’s management, its programmes, and its entities at central and regional levels.
∎ Develop partnerships and ensure transparent and effective project preparation, management and implementation of governments and donors as per requirements, especially for the expansion, growth and sustainability of the programme and institute.
∎ Ensure transparency and proper record keeping of decision-making processes in regard to programmes and institutional management of UCEP Bangladesh, its entities at central and regional levels.
∎ To promote and contribute to ongoing efforts towards gender equity & equality, child/staff protection & safeguard, inclusiveness, accessibility and discrimination free environment in the workplace and operations/activities/plans. In applicable cases, ensure that necessary budget allocation is there and in KPIs these issues are reflected regarding employees under supervision.
∎ People Management: Take a proactive and lead role to:
∎ Provide necessary guidance to programmes team both in HO level and RO level for transparent, effective and efficient operations.
∎ Ensure growth and development of skills, competencies, leadership qualities, efficiency, confidence level and pro activeness of staff under supervision.
∎ Promote and contribute to ongoing efforts towards gender equity & equality, child/staff protection & safeguard, inclusiveness, accessibility and discrimination free environment in the workplace and operations/activities/plans.
∎ Develop team capacity both at HO and field level through intensive supervision, mentoring and training so that team members can grow and take up larger roles as programme expands.
∎ Provide necessary guidance to staff at central and regional levels to efficiently organize and effectively carry out strategic and programmatic tasks.
∎ Render support to UCEP Bangladesh in different processes/activities like recruitment, placement/deployment, induction, transfer, separation etc. as per needs of the organization and its programmes considering approved budget, the service rules and the organogram.
∎ Support development and effectively implement Talent Identification and Leadership Development Plan, with a special focus to develop second and third tier leadership at HO and regional levels within UCEP Bangladesh and all its entities;
∎ Ensure timely addressing and resolving of conflicts and complaints from central and regional levels in regard to security, safeguard, internal and external audit issues, M&E observations, grievances and any other issues, of UCEP Bangladesh and all its entities through proper and timely procedures.
∎ Age at most 50 years
∎ At least 10 to 12 years of relevant professional experience in the field of project preparation/ Implementation, programme management particularly education and TVET programmes, of which at least 05 years in Senior Position of the department level in a large organization.
∎ Excellent fluency in both Bangla and English.
∎ Excellent computer operating skills & conversant with MS Office package including latest software and e-tools.
∎ Self-motivated, adaptable, team player and passion for social development works.
∎ Ability and willingness to travel.
∎ Management has the right to make exceptions based on qualifications.
