Job Context:
∎ The Director of Finance (DF) will be responsible for overseeing all financial accounting services for the Esho Shikhi project. This is a senior management position that reports directly to the Esho Shikhi Chief of Party, with the dotted line reporting to the International Controller. The position supervises the Sr. Finance Manager, Senior Accountant, Junior Accountants, and Grants and Contracts Manager. The DF will be responsible for maintaining Winrock`s financial integrity, preparing all financial reports efficiently and in accordance with international accounting standards followed globally, local government regulations, Winrock policies and procedures, and donor requirements throughout the life of the project. In coordination with all technical and operational units, the Director Finance will contribute to internal planning and coordinate cross-unit operations in the Dhaka office.

∎ POSITION SUMMARY:
∎ The Director of Finance (DF) will be responsible for overseeing all financial accounting services for the Esho Shikhi project. This is a senior management position that reports directly to the Esho Shikhi Chief of Party, with the dotted line reporting to the International Controller. The position supervises the Sr. Finance Manager, Senior Accountant, Junior Accountants, and Grants and Contracts Manager. The DF will be responsible for maintaining Winrock`s financial integrity, preparing all financial reports efficiently and in accordance with international accounting standards followed globally, local government regulations, Winrock policies and procedures, and donor requirements throughout the life of the project. Specific responsibilities include, but are not limited to:
Job Responsibilities:
∎ Manage the accounting and finance, components of the project in Bangladesh, including the various petty cash funds and field-staff finance, accounting.
∎ Manages banking relationships ensuring bank account signatories are in accordance with the Power of Attorney and banking policies and procedures, including compliance with online banking procedures.
∎ Ensure consistency and compliance with Winrock standard operating procedures, policies, and accounting principles, and USAID rules and regulations.
∎ Support operational and financial project start-up in the districts level.
∎ Review reports generated from QuickBooks ensuring transaction descriptions, GL codes, project codes are accurate.
∎ Submit monthly financial report package, including bank statements, schedules and reconciliations to the Home Office and Regional Office following established formats and due dates.
∎ Develop procedures for monitoring and analyzing project budgets that allow accurate projection of expenditures and comparisons of actual and budgeted spending.
∎ Submit monthly requestsfor funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations.
∎ Review all vouchers prepared by the finance officer (disbursement, receipt, and general journal vouchers) for expenditures and ensures that expenses are reasonable, allowable, and allocable to the project.
∎ Contribute to quarterly budget projections and reports.
∎ Liaise with the COP to ensure the project needs are being met in terms of accounting and contracts.
∎ Manage internal and external audits, including donor-audits; ensure financial files and support are available during annual audits; ensures audit findings are resolved in a timely fashion.
∎ Oversee payroll procedures for national staff, administer payroll, and monitor employee time keeping.
∎ Oversee Finance Administration at Dayforce ensuring accurate information and reports are provided and extracted.
∎ Ensures monthly accruals of employee benefits, and preparation of leave trackers, severance, and other schedules.
∎ Coordinate with the Regional Office in Manila for the recruitment of finance personnel.
∎ Oversee the project grant solicitation and selection, grant awards, grant implementation, grant monitoring and evaluation and grant close-outs.
∎ Support the Subcontracts and Grants Under Contracts Manager in ensuring the proper due diligence in determining awardee eligibility and the preparation and execution of grant documents and grant disbursements consistent and compliant with USAID; and Winrock's awards management policies and procedures.
∎ Oversee the timely submission and review of grantee's monthly financial and cash liquidation reports.
∎ Provide oversight to the Subcontracts and Grants Under Contracts Manager on audits of grantees if/as needed.
∎ Records retention/filing systems are consistently followed throughout the project.
∎ Any other duties and tasks as assigned by the Chief of Party.
Additional Requirements:
∎ A minimum of 10 years' progressive financial management and grants management experience on international development projects.
∎ At least 4 years' experience with financial management of a USG-funded contract or cooperative agreement.
∎ Demonstrated working knowledge of USG rules and regulations, particularly code of federal regulations 2 CFR 200 and 2 CFR 2900 and Federal Acquisition Regulation (FAR).
∎ Proven experience managing the finances of large ($20M) projects.
∎ Demonstrated ability to implement a financial system for development projects.
∎ Excellent written and oral communication skills in English and Bengali is required.
∎ Strong analytical and computer skills, especially with accounting software, spreadsheets, and financial analysis.
∎ Familiar with QuickBooks or other computerized accounting systems
