Additional Requirements:

• Experience working in business administration, finance, accounting, or a related field with international business management, accounting, and/or auditing experience
• At least seven (7) years of progressively responsible experience in accounting, auditing, finance, or business management with a recognized organization, preferably for USAID Knowledge of USAID policies, procedures, and reporting requirements 
• Demonstrated ability to develop and manage large budgets, and in-depth knowledge of accounting principles
• Experience in managing staff for USAID-funded programs of a similar size
• Progressively responsible experience supervising project operations, including human resources, procurement, and sub-contracts or sub-awards
• Prior experience in a management role on a USAID funded program highly desired
• Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees Knowledge of local labor and tax laws and reporting procedures
• Written and spoken fluency in English is required
• Bangladeshi and South Asian nationals are encouraged to apply

We are searching for an experienced Director of Finance and Administration at our project office in Dhaka.

This Opportunity: The Feed the Future Bangladesh Inclusive Access to Finance Activity (IAF) is a $34 million, USAID-supported project that will unlock finance for small businesses and farmers, make agricultural supply chains more inclusive and sustainable, and improve inclusivity in the financial sector in Bangladesh. To accomplish this, IAF will engage strategic partners to deploy innovative solutions to address constraints in agriculture value chains and agriculture financing; deploy incentives and capacity building to financial institutions to expand appropriate and inclusive lending to or investment in agriculture; and engage the private sector to advocate for systemic improvements and scale social impact. From 2024 to 2029, The Bangladesh Inclusive Access to Finance Activity will unlock $420 million in finance, driving sustainable agricultural lending and promoting inclusive growth.

The Director of Finance and Administration (DFA) will provide a crucial link between the technical and support functions (finance, administration, HR, operations, security, compliance, etc.) within the project to ensure that USAID, corporate, and project policies are followed in all aspects of program implementation. The DFA has responsibility for oversight of the finance and operations teams and is a member of the project leadership team.

Primary Duties and Responsibilities:

• Oversee program operations, including but not limited to human resources, logistics, procurement, IT, and accounting/finance
• Collaborate with the Grants & Subcontracts Senior Manager to conduct pre-award due diligence and risk assessments and maintain all documents related to award requirements
• Develop internal control measures, conduct internal financial audits, and coordinate external financial audits
• Develop and execute procurement plans for the office
• Prepare budgets for annual work plans and financial reports for USAID Ensure the accurate tracking and recording of project expenditures and financial reports
• Liaise and provide support to grants and technical teams in the implementation of grants
• Ensure close integration between the operations and technical teams
• Guide and assist accountants and other program staff in preparing, revising, and monitoring budgets for ongoing activities
• Manage the financial operations and financial reporting of the project, providing guidance and technical assistance to financial management personnel
• Contribute to development and maintenance of project’s sound environment management, climate risk mitigation, and security plans in accordance to company policy and USAID regulations
