∎ Minimum 8 years’ experience in financial and operational management in the development or NGO sector, with at least 4 years in a senior leadership role.
∎ Demonstrated experience in managing complex budgets and financial systems for donor-funded program/projects, including those funded by bilateral/multilateral donors.
∎ Strong knowledge of Bangladesh's NGO regulatory environment, including NGOAB processes, taxation, and legal compliance.
∎ Proven experience in managing audits, procurement systems, human resources management, and general operations in a multi-project environment.
∎ Have ability to travel in different remote areas in home and abroad.
∎ Proficiency in accounting software (e.g., Tally, QuickBooks, or ERP systems) and Microsoft Office applications.

Responsibilities & Context:
∎ LEDARS (Local Environment Development and Agricultural Research Society), an NGO registered with the NGO Affairs Bureau, has been working in the climate-vulnerable southwest coastal region of Bangladesh since 1996. The region faces severe challenges due to the adverse impacts of climate change, affecting the lives and livelihoods of local communities. Since inception, LEDARS has played an important role in the development of community in climate resilient livelihood, WASH, Human Rights, Environmental Conservation, influence of the policy actor, etc. for sustainability. Till now LEDARS has recognized some national and internation prizes for its innovation and achievements. To foster the mission, LEDARS is going to hire a highly qualified and experienced professional for the position of “Director (Finance & Operations)”. This is a topmost senior-level and core leadership position in LEDARS, responsible for ensuring robust financial management and establishing efficient operational systems. S/he will play a critical role in strategic planning, implementation, and overall oversite of Finance, Administration and Operation. S/he will ensure effectiveness of program, value for money, implementation of relevant policies for long-term sustainability. The position demands a dynamic leader with strong analytical, managerial, and communication skills, capable of steering both financial integrity and operational excellence across all levels of the organization. Following are the major job requirements of this post.
∎ Ensure compliance with national laws, NGO Affairs Bureau (NGOAB) requirements, donor regulations, and international accounting standards (such as IFRS/IAS).
∎ Review and monitor the preparation of accurate and timely monthly, quarterly, and annual financial reports for internal management, donors, and regulatory authorities.
∎ Oversee the annual audit process, ensure timely resolution of audit findings, and maintain transparency and accountability in all financial transactions.
∎ Capacity building of finance and administration team members to ensure effective use of our budget, other resources, value for money, to comply with the requirements of different stakeholders.
∎ Ensure “Zero Tolerance” in financial management and safeguarding and protection of staffs.
∎ Ensure implementation of policies specially Finance, HR, Safeguarding, Child Protection, Sextual Abuse and Harassment Protection, Gender and other relevant policies to ensure security of organization and staff.
∎ Lead the development, implementation, and continuous improvement of operational systems, policies, and procedures that support effective and efficient program delivery.
∎ Oversee administrative, HR, procurement, logistics, MIS, and IT systems to ensure alignment with organizational goals and donor requirements.
∎ Ensure adherence to internal controls and risk management systems to safeguard organizational assets and resources.
∎ Supervise the development and management of vendor relationships, procurement plans, and contract compliance.
∎ Provide leadership in financial and operational planning to ensure the sustainability, efficiency, and effectiveness of programs and operations.
∎ Lead capacity-building initiatives for Finance, HR, Procurement, and operations teams, through training, coaching, and performance evaluation.
∎ Ensure compliance with the policies of the NGO Affairs Bureau, relevant Bangladeshi legislation, and international donor standards.
∎ Prepare and present financial and operational updates to the SMT and EC meeting about governance-related decision-making processes.
