∎ ARTICLE 19 Bangladesh and South Asia office is looking for a Protection Manager. Established in 1987, ARTICLE 19 is a global organisation, with a strong presence in the Global South including Bangladesh and South Asia. ∎ The Bangladesh and South Asia Regional Office of ARTICLE 19 is situated in Dhaka, Bangladesh. Its International Office is located in London.
∎ Job Location: Dhaka, Bangladesh with field visits.

Job Responsibilities:
∎ The Digital Manager leads ARTICLE 19's work on Digital in Bangladesh and South Asia Regional Office, ensuring growth and cohesion of the Digital portfolio, in particular the project Internet Freedom Initiative (IFI). The Digital Manager will be responsible for the overall implementation of the project in Bangladesh and Nepal. S/he will monitor the Digital team, provide required guidance to the team and ensure the completion of all the programme activities on time aligning with the budget and following the agreed work plan. S/he will collaborate closely with the other regions and with the global teams with support from the Regional Director. The Digital Manager provides qualitative management to Digital staff in the Regional Office and contributes to strategic planning, policy discussions and campaigns. ∎ Additional Job Responsibility:
∎ Develop a comprehensive strategy for the Digital portfolio for the Bangladesh and South Asia team, aligning with ARTICLE 19's global strategy and vision.
∎ Engage with other regional and global digital focal points to share knowledge and collaborate on cross-organization strategy, vision, and issues under the digital theme.
∎ Maintain and develop deep connections with the Internet Freedom team, civil society in Bangladesh and South Asia, further strengthen relationships with government officials and policymakers in Bangladesh and Nepal.
∎ Contextualize and coordinate the implementation of the organization's digital policy and recommend improvements to ARTICLE 19's approach to digital governance within the organization.
∎ Developing and implementing the digital strategy and build relative audiences by communicating the issues on which ARTICLE 19 works using digital engagement tools and advising on tactical and strategic approaches.
∎ Oversee the content developments to publish on ARTICLE 19 websites, social media and diverse platforms promoting internet media freedom.
∎ Creating scope of digital engagement along with communication strategies for advocacy and campaigns targets, identifying the most effective ways of representing ARTICLE 19's work through digital channels.
∎ Design and develop focus areas for programme activities including the use and regulation of social media platforms by governments, regional trends in legislation restricting Internet freedom, issues concerning privacy and net neutrality and Internet infrastructure development, including 5G rollout in the country and the region.
∎ Oversee the development of the reports on threats to Internet Freedom in the South Asia Region in a post COVID-19 environment.
∎ The Digital Manager must lead the team to design events such as press conferences, panel discussions, participation to RTI day events and any events explicitly focuses on the internet freedom issue.
∎ Design and implement large public events in collaboration with the programme team including the coordinating partners.
∎ Develop contents and materials for the ARTICLE 19 Bangladesh and South Asia representative to present during the national, regional and global workshops to stimulate discussion on how current legal doctrines and the practice of law can adapt to technological developments.
∎ Develop quarterly work reports to develop national action plans for civil society in Bangladesh and Nepal and explore latest information on technologies and tactics that enable the safe exercise of digital rights as well as strategies for increasing community resilience.
∎ Develop and maintain strong relationships with the governments, partners, including NGOs, CSOs, the media, diplomats and corporate representatives in Bangladesh and Nepal.
∎ The Digital Manager will be the Focal Point for Digital thematic issues, which comprises of advocating, promoting, and protecting digital rights, freedom of expression online, right and access to information along with tackling hate speech and misinformation.
∎ Provide support in coordinating, co-designing, and writing project proposals related to ARTICLE 19's core work on Freedom of Expression, Freedom of Information, Safety of Journalists, Democratic Governance, and Digital Rights.
∎ Oversee smooth running of the ARTICLE 19 regional websites and portals, ensuring content is up-to-date and relevant, integrating best practice for Search Engine Optimization (SEO) to improve organization's visibility.
∎ Manage ARTICLE 19's digital media presence focusing on priority channels such as Facebook, Twitter and agreed supporting channels such as Instagram and Linked In.
∎ Support the ARTICLE 19 staff in use of website Content Management System (CMS), developing and implementing policy and creating guidelines where necessary.
∎ Develop high quality content in accordance with internal commissioning processes and publish through the CMS as required.
∎ Contribute to digital campaign planning and content development processes from time to time and provide support conducting project related online surveys along with questionnaires development.

Additional Requirements:
∎ Proven experience in digital and freedom of expression affairs, policy development, communications and research; specific experience in working with international NGO will be considered as added value. Proven experience of project management and project delivery. Experience of organizing and coordinating seminars, online meetings and workshops. Enthusiasm for and experience of supporting colleagues with digital communications activities through coaching, mentoring and training. Experience of working in a multi-cultural environment and a commitment to non-discrimination and equal opportunity for all. A strong understanding of digital and internet related issues and trends, and familiarity with and commitment to human rights.

Salary:
∎ Salary and benefits shall be fixed within the existing ARTICLE 19`s pay scale and in line with Service Rules.
