Job Context:
∎ Organizational Context and Scope : The Government of the People`s Republic of Bangladesh (GoB) is implementing the "Recovery and Advancement of Informal Sector Employment (RAISE): Reintegration of Returning Migrants" project with a soft loan from the World Bank. Under the project, the Wage Earners` Welfare Board (WEWB) has taken the initiative to set up a reintegration programme for returnee migrants.
∎ The International Organization for Migration (IOM) in Bangladesh as the lead consultant will support WEWB with the implementation of counseling and migrant workers welfare services through the establishment and operation of Welfare Centers (WCs) in the 30 selected districts in Bangladesh. The major activities under the WCs are to identify and select returnee migrants (as per selection criteria), provide psychosocial counseling, refer the beneficiaries to needful support and services from the respective service provider organizations, and provide cash incentives to the selected beneficiaries.
∎ KNUS is seeking suitable candidates for 03 Counseling Personnel positions who will be placed at 3 District Migrant Workers Welfare Center (MWWCs), to be established in Naogaon, Bogura, Pabna districts, respectively to support WEWB with the implementation of counseling and migrant workers welfare services.
∎ Under the overall guidance of the Project Management Unit (PMU), Assistant Director (AD) of WEWB and direct supervision of the Programme Specialist (PS) from IOM, and in collaboration with relevant colleagues within IOM Bangladesh and the respective local NGO partners, Katnarpara Nari Unnayan Sangstha (KNUS) the Counseling Personnel will be responsible for the tasks.
∎ Job Location : Bogura, Naogaon, Pabna & others nearest districts.
Job Responsibilities:
∎ Assist the counselors with the overall field level project implementation by facilitating project plan activities (meetings, events, training). in close coordination with the PMU, PS and other Welfare Center staff.
∎ Assist in screening and registration of the project beneficiaries, data entry in the Reintegration Management Information System (RMIS), logistical arrangements and administrative task within their areas of responsibility.
∎ Participated in comprehensive training on gender responsive reintegration counseling including case management and referral mechanism.
∎ Under the supervision of the Counsellor, Provide Psychological First Aid (PFA) support of the to the selected returnees and refer them to need-based psychosocial and and other health services available with different institutions/organizations
∎ Under the supervision of the Counsellor, provide counseling on available services, including referrals to relevant services for reintegration, re-migration, or others.
∎ Assist in maintaining and monitoring project related progress, data, information and records to support with preparing reports and monitoring of beneficiaries.
∎ Carry out travel within the country as required to support implementation of the assigned task
∎ Ensure post referral monitoring and follow of the beneficiaries to ensure access to the services
∎ Assist in implementation of field level campaigns and community mobilization activities
∎ Prepare lists of the beneficiaries eligible for cash incentive.
∎ Perform other duties assigned by Assistant Director (welfare center in charge), PMU, and PC/Counsellor.
Additional Requirements:
∎ Age at most 45 years
∎ Both males and females are allowed to apply
∎ Must have Computer proficiency in MS office, Excel, PowerPoint presentation.
∎ Preference will be given to candidates with a minimum of 2 years of experience in a similar field.
∎ The ability to work under pressure is essential.
∎ A willingness to work in any location within the country is required.
∎ Networking, communication, rapport building, and negotiation skills.
∎ Willingness to learn and take on a progressive portfolio of responsibilities.
∎ Strong commitment to organizational policies procedures, core values, code of conduct, integrity, respect, commitment and attitude.
∎ Good verbal & written communication skills in Bangla and English.
