Job Context:
∎ Objective: Design and implement interventions, which will contribute towards a higher employment rate of the poor men and women who graduate from skills training programmes
∎ Period: Until 31 December 2020
∎ Location: Dhaka with regular field work at locations of partner organisations and other stakeholders of Sudokkho.
∎ Reports to: Assigned Sector Lead
Job Responsibilities:
∎ Work in both RMG and Construction sectors to ensure transition to work or employment for PTP graduates and IBT system graduates.
∎ Develop (and apply) effective models for creating linkages between training service providers and industry.
∎ Network among relevant stakeholders. Initiate discussions with senior management of potential partner organizations, present the business case and opportunity of sourcing skilled workers from training centres. Identify partners willing to pilot sourcing model through facilitation from Sudokkho.
∎ Design interventions using effective practices pertaining to generating employment for poor men and women who graduate from PTPs.
∎ Develop and leverages upon private sector relationships for employment generation activities
∎ Supervise the implementation of business models through which RMG and Construction industry will source skilled workers from training centers.
∎ Design cost effective social marketing campaigns to sensitization job seekers on the benefits of training; training service offerings and employment opportunities
∎ Carry out frequent field visits to training sites, factories, and partner-stakeholders to ensure proper implementation of activities and follow-ups.
∎ Capture lessons learnt and formulate dissemination strategy for creating sector-wide awareness on the benefit and effectiveness of industry-based training and other tested models.
∎ Facilitate and support in Monitoring and Results Measurement (MRM), and guide project partners in applying MRM tools. Where relevant, facilitate or contribute to data verification.
∎ Contribute to knowledge management, and assist in upscaling interventions based on lessons learnt vis-à-vis business opportunities
∎ Apart from this there will be other related activities that needs to be implemented as per strategy. All if which would contribute to the Employment indicator of the logframe.
Additional Requirements:
∎ Experience in the field of employment generation
∎ At least 5 years of working experience (of which at least 2 years in development cooperation);
∎ Familiar with Market Systems Development (MSD or M4P) principles.
∎ Demonstrated experience in brokering partnerships, especially with private sector entities and dealing with public agencies;
∎ Familiar with the dynamics of the construction sector in Bangladesh, i.e. how it is organised, how it operates and how the sector employs people;
∎ Proven excellent proficiency in MS Office (particularly Word and Excel);
∎ Excellent communication skills in English and Bangla; and
∎ Having the following expertise would be an advantage:
∎ A background in working with or in the RMG or Construction sector.
∎ Understanding of the skills development system in Bangladesh.
∎ A background in working with or in the RMG or Construction sector.

∎ Familiarity in working with planning and monitoring systems.
Salary:
∎ The successful candidate shall be appointed on a fixed term consultant contract by the British Council. The fee rate for the consultant shall be negotiated with the British Council and dependent on the candidate`s qualifications and experience.
