Job Context:
∎ Consultant to Develop a Toolkit on identifying and countering dis/misinformation for the netizens in Bangladesh.
∎ Job Location: Dhaka, Bangladesh with field visits.

Job Responsibilities:
∎ The overall purpose of this assignment is to develop an online and offline toolkit that netizens in Bangladesh can easily access and utilize to aid them in identifying and countering disinformation and misinformation.
∎ ARTICLE 19 identifies the following areas of support required for the duration of this assignment.

∎ Assess the trend and current state of misinformation and disinformation in Bangladesh, perception of mis/disinformation among different stakeholders including youth netizens, and common patterns and tactics of spreading mis/disinformation online and understand the local communication ecosystem.
∎ Identify the challenges of addressing issues like mis/disinformation in the digital landscape of Bangladesh and assess the role of the actors involved in mitigating it.
∎ Identify existing reactive and proactive mechanisms/apps/initiatives nationally in the digital space that have been effective/ineffective in identifying and countering disinformation, misinformation, mal-information, fake news, rumors, spam, scams etc. for the netizens in Bangladesh.
∎ Explore potential ways of working with the International Fact-Checking Network (IFCN) for the local fact-checking organizations.
∎ Present tips and develop quick guide for netizens especially for marginalized communities and youths to easily spot and counter mis/disinformation, fake news, rumors etc. online.
∎ Review the role of owners of social media platforms (Facebook, YouTube etc.) and national regulatory bodies (such as BTRC) for digital media in effective and on time tackling of misinformation and disinformation online.
∎ Review the compatibility of security and legal measures anchored simultaneously online and offline by the authorities to limit the access to internet and online content in response to tacking alleged misinformation and disinformation.
∎ Suggest various types of resources - such as toolkits, handbooks, reports, websites, apps etc. that can support the development of tactics and plan to counter mis/disinformation.
∎ Set out evidence-based recommendations to curb mis/disinformation
∎ Engage with and Identify the needs of minority communities, youth groups and netizens at large who are consuming news and media content online - considering their level of knowledge about media and information literacy (MIL) and using digital platforms - to avoid potential risks and threats posed by misinformation and disinformation.
∎ Focus on youth cohorts' roles and responsibilities towards countering misinformation, disinformation and hate speech online that provoke potential violence offline.
∎ Additional Job Responsibility:
∎ A detail proposal that outlines the consultant's understanding of these Terms of Reference including a proposed methodology and financial plan for developing one comprehensive toolkit.
∎ Provide a clear and detailed work plan and timeline for the assignment to the project focal.
∎ Conduct one in-person meeting related to this assignment.
∎ Draft report on the toolkit.
∎ Submission of the final toolkit/resource pack that can easily be accessible online and offline both in Bangla and English (both soft and hard version).
∎ All analytical or research reports during consultancy duration, tools, documents, meeting summaries, audios and pictures including the consent papers collected during the data collection for the assignments must be collated with timesheet as deliverables.

Additional Requirements:
∎ At least 5 years' experience in developing and implementing the use of toolkit in online and offline with international NGOs with a special focus on digital space, media and content. Previous experience of developing toolkit/training module and material/tools (Offline and online) for stakeholders of projects under national/international NGOs. Excellent Bangla and English writing skills. Experience in moderations during group discussions, online meetings and workshops. Must be a team player with ability to coordinate and prioritize the needs of the team.
