Desired Experience and Qualifications

The consultancy duration is 1 month including data collection & report submission.

The consultant should ideally have the following qualifications and profile:

  • Advanced university degree in education, social sciences, international development, or related technical field.
  • At least 10 years of professional work experience at national or provincial level on similar work.
  • Experience working with government counterparts providing technical support or implementing programs in relation to governance planning and management.
  • Experience in organizing multi-stakeholder meetings, developing minutes, and following up on actions.
  • Strong knowledge of the local governance structure in the country and related government policies and processes.
  • Engagement or participation in existing coordination bodies or working groups, other forums led by national and provincial level government authorities.
  • Experience working with international or national development organizations in similar capacity.
  • Excellent communication, planning, and coordination skills.
  • Ability to multi-task when required.
  • Strong interpersonal and analytical skills.
  • Fluency in written and spoken English and the working national language.
  • Capacity to use remote working and team collaboration technologies (Office 365/Teams, Zoom, Dropbox) effectively.

Responsibilities & Context:

The IRC is preparing for an upcoming USAID funding opportunity Responsive Local Governance (RLG), that is focused on system strengthening of Local Governance structures in Bangladesh to be more effective, inclusive, and accountable. The expected call will support local elected government institutions to be more effective, responsive, inclusive, and accountable institutions to address social issues and provide quality basic services to the most marginalized.IRC is seeking a seasoned consultant to conduct context analysis and stakeholder mapping and submit a comprehensive context analysis. The consultant will be required to submit a comprehensive report encompassing the required information that will aid IRC’s project design and inform the process of establishing partnerships/consortiums to bid for the upcoming call successfully.  The consultation will include relevant local authorities, NGOs/ academia, and other relevant stakeholders (in coordination with the IRC team) and present recommendations. The consultant should be well-connected with key stakeholders and be able to reach them independently secure the required information and ensure their participation in consultation sessions/interviews.

Consultancy Period: 1 month including data collection & Report submission.

Work Location: Cox’s Bazar

Methodology:

The consultant is expected to conduct a thorough review of secondary data and obtain primary data by reaching out to key stakeholders, schedule consultation sessions and in person meetings /interviews to secure the required information. Other methods could also be included. The consultant is also expected to suggest the most suitable methodology to achieve the objectives of this assignment and implement it in consultation with the IRC team.

Key Deliverables:

Under the supervision and oversight of the technical team and the Senior Grants Coordinator, IRC the consultant will be responsible for the following key deliverables:

a. Inception report including brief analysis or opportunity, detailed methodology, work plan and timelines, and tools.

b. Stakeholder mapping report.

  • Identify and approach key stakeholders that will include concerned government departments, academia, local NGOs, and CSOs in the country (in collaboration with the IRC team) and organize consultation sessions for each province, to gain and record key information and recommendations for project design.

c. Context analysis against the outcome areas of the upcoming call.

  • Competitor analysis.

  • Situation analysis that will include main gaps that when addressed will strengthen the Local Governance System.

a. Identify the geographic areas selection criteria with the local government division for the upcoming “Responsive Local Governance Activity”. 

b. Conduct an initial assessment of LGI capacity constraints and opportunities in targeted geographic areas. A portion of synthesis paper should reflect on the vertical and horizontal relationships between different tiers and how those are affecting their overall performance. 

c. Develop and employ qualitative data tools for collection of information on the gaps and opportunities linked with community engagement platforms as envisioned in the UP Act 2009. Findings Report with solid recommendations will be expected as a key deliverable.

  • Develop an overall capacity statement for the IRC-led consortium.

  • Present recommendation and framework for the formation of consortium and project design 

The consultant will be required to present the consolidated report and recommendations to the IRC team. He/she will be engaged for a period of three weeks over a period of about 3 months. The target start date is May, 2024, and the expected completion date is July, 2024. The consultant will be expected to provide a breakdown of their Level of Effort (LoEs).
