Background
Max Foundation Bangladesh is working to improve child health outcomes through strengthening nutrition systems, safe water supply, agriculture and seed business models for nutrition, and reducing preventable diseases among vulnerable communities. Healthy village and Water related social Business model are the signature program of max foundation. The organization works through market-based solution using grant-funded programs, public-private partnership (PPP) implementation, technical advisory services, and market system development approaches including last-mile entrepreneurship and franchise model development.
The Foundation collaborates with government agencies, development partners, private sector actors, local entrepreneurs, and community institutions to create sustainable and scalable solutions that improve access to nutrition, clean water, agriculture inputs, and health-related services.
Max Foundation Bangladesh is carrying out a four-year project, the Healthy Village Urban (HVU) Programme (July 2022 – July 2026), in the Lalmonirhat district of Bangladesh, in partnership with local NGO.
The Healthy Village approach to helping children grow strong (reducing stunting) is the foundation of everything that we do. We have built on our success on the ground and are working to spread, scale and share.
Max Foundation Bangladesh is expanding access to safe water, sanitation, and hygiene (WASH) services through market-based and technology-enabled approaches. One of its key initiatives, Max TapWater, provides safe water through decentralized rural piped water grids. Under the Scaling Smart Water Grids project, the model is being strengthened with digital monitoring, smart metering, renewable energy, and improved operational systems to enhance efficiency and financial sustainability. While the model demonstrates the viability of decentralized water utilities, scaling WASH services across Bangladesh requires greater engagement of local entrepreneurs and private sector actors.
Franchise-based enterprise models offer a pathway to scale these services. By standardizing business models, operational procedures, and service standards, franchising can enable local entrepreneurs to replicate proven WASH and nutrition solutions. Opportunities may extend beyond water grids to other WASH services such as water treatment, sanitation enterprises, maintenance services, and water quality monitoring. This consultancy will therefore explore the potential for franchise-based WASH and Nutrition related enterprises and assess the organizational readiness required for Max Foundation to lead and support the development of this emerging market.
Objective of the Assignment
The objective of this consultancy is to design a replicable franchise framework for scaling WASH enterprises, including the Max TapWater Smart Water Grid initiative and other WASH-related services.
Specifically, the assignment aims to:
- Assess the current Max TapWater Smart Water Grid model, Nutrition and sanitation entrepreneurs developed through and its potential for franchising.
- Explore franchising opportunities across other WASH service areas implemented or supported by Max Foundation.
- Design a structured franchise system enabling local entrepreneurs and businesses to replicate WASH service models.
- Develop governance mechanisms, licensing frameworks, and operational standards for franchise-based WASH enterprises.
- Assess organizational readiness and institutional capacity for Max Foundation to lead the development of WASH franchising markets in Bangladesh.
- Develop a roadmap positioning Max Foundation as a sector leader in WASH entrepreneurship and franchise-based service delivery.
Scope of Work
The consultancy will focus on developing a scalable franchise framework for WASH and Nutrition related enterprises, combining technical model design, institutional development, and market deployment planning.
1. Assessment of Existing WASH Service Models
- the Max TapWater Smart Water Grid operational model
- tariff structures and revenue models
- operational and maintenance systems
- entrepreneur and operator roles
- customer service and community engagement mechanisms
- identify components that can be standardized, replicated, and scaled through a franchise system.
2. Franchising Opportunities Across WASH Services
- water purification and treatment services
- sanitation product and service enterprises
- water infrastructure maintenance and repair services
- water quality monitoring services
- small-scale decentralized water solutions
The analysis will identify which WASH services are most suitable for entrepreneur-led franchise models and evaluate market potential for scaling such enterprises.
3. Franchise System Design
Based on the assessment of business models and market opportunities, the consultant will design a structured franchise system for WASH enterprises.
The franchise system will define:
- franchisor and franchisee roles and responsibilities
- revenue-sharing and financial arrangements
- service standards and operational accountability
- branding, quality control, and monitoring systems
- technical and business support mechanisms for franchise operators
4. Governance, Licensing and Operational Framework
To support the sustainability of the franchise system, the consultant will develop the governance and operational frameworks required for franchise-based WASH enterprises.
