Educational Requirements:
∎ Master's degree in development economics, international public policy, business administration or other relevant field.
Job Responsibilities:
∎ Market intelligence:
∎ Identify relevant actors and potential research partners
∎ Financial services providers in banking, microfinance, and digital financial services
∎ Regulators and government agencies in charge of supervising digital financial products
∎ Institutional appetite and knowledge for data- and evidence-based products and methods: How sophisticated is their individual data-utilization methods?
∎ Map mobile money-based and cash-based actors
∎
∎ Engagement strategy:
∎ Assist Initiative and Program leadership in developing a lead-generation strategy
∎ Contribute sectorial knowledge and expertise to build a strategy that prioritizes key actors in Bangladesh
∎ Collaborate with Initiative leadership to develop marketing collateral (brief, PowerPoint) to share during meetings and communications
∎ Collect a list of contacts at these organizations for outreach
∎ Conduct stakeholder interviews (virtual or in-person) with institutional executives to identify areas for learning that may overlap with the CP research agendas
∎ Map data availability on issues related to consumer complaints, redress, fraud, among others
∎ Research project development:
∎ Develop research concept notes for at least three potential partners amongst financial service providers, government, or civil society
∎ Present research concept notes to potential partners and revise according to their input
∎ Secure commitment to enter into a research collaboration with IPA, indicated by willingness to execute a MoU or Cooperation Agreement. (Consultant is not responsible to execute the MoU or Cooperation Agreement)
∎
∎ Deliverables:
∎ Market intelligence report: including top actors, mobile vs cash landscape, and data sophistication at the institutions
∎ Enhanced contacts list
∎ Engagement and outreach strategy document, in consultation with IPA CP leadership and CD
∎ At least 12 stakeholder interviews, including notes on data availability
∎ At least 3 project leads presented with a research concept note
∎ At least two in-principle commitments to enter into a research collaboration with IPA
∎ 8 weekly meetings with team leadership
Additional Requirements:
∎ Knowledge of Bangladesh's financial sector and financial inclusion context.
∎ Strong business development and presentation skills.
∎ Ability to present information in a structured and insightful way, both in writing and orally.
∎ Self-starter, entrepreneurial mindset, versatility and strong multi-tasking skills.
∎ Passion for making data-driven decision making a reality in the development sector.
