Educational Requirements:
∎ Graduate or Post-graduate degree in any relevant discipline such as journalism, communication management system, graphic designing, international relations, human rights, social science, information and communication technology, digital content management and new media. A strong understanding of communication platforms correlated with digital and internet related issues and trends, and familiarity with and commitment to human rights. The candidate requires to have extensive knowledge of international human rights standards relating to digital rights and freedom of expression, as well as international relationship mechanisms etc. Strong understanding of internet technologies, with the ability to develop expertise in this area and communicate technical concepts to non-technical audiences. Knowledge of latest Information and Communication Technologies and different Apps. Extensive knowledge of the political environment, cultural context, and human rights situation in the South Asia region to provide insights during project related advocacy and campaigns.

∎ The Bangladesh and South Asia Regional Office of ARTICLE 19 is situated in Dhaka, Bangladesh. Its International Office is located in London.
∎ The Communication Officer will be responsible for providing appropriate inputs for ARTICLE 19 South Asia and Bangladesh`s Communication, Advocacy and Campaign strategies; develop result-based work plans to implement those policies. S/he will develop, organize, and execute a wide range of activities to influence policy according to the scope of the organization`s programs, and projects. S/he will be responsible to develop the policy capacity of ARTICLE 19 staff. S/he will carry out policy analysis and the writing of position statements of the organization.
∎ Together with the management and Programme team, the Communication Officer will play an active role in networking, lobbying and representing the organization in a wide range of policy issues at events, conventions and media opportunities. Job Responsibilities:
∎ A. Additional Job Responsibility:
∎ a. Communications
∎ Overall responsibility for the timely promotion of project outcomes and activities to external and internal stakeholders including the media to ensure quality visibility. This will include initiation of creative communication strategies and products.
∎ Management of programmes communications, creation of promotional material and stakeholder networking related matters to support all programme components in their communication needs. This will include managing media relations, maintaining networks of contacts (media, civil society groups and other stakeholders), devising and producing a wide range of promotional material related to the programme and ensuring a consistent corporate message is communicated to the wider public.
∎ Manage an external and internal communications strategy across the programmes.
∎ Develop a comprehensive set of communication tools to develop a high-quality corporate identity for the programme to enhance exchange, flows of information with peers and stakeholders and ensure media stakeholder relations are maintained.
∎ Design and manage a framework for external communications with the media, public and stakeholders.
∎ Liaise with staff to collect and package material for promotional and public information-based purposes to communicate the programmes news to stakeholders.
∎ Assist the programmes in highlighting key messages and identifying suitable strategies to package and deliver these messages promoting the outcomes and activities.
∎ Ensure consistency of all messaging with A19's global corporate identity and ethical values.
∎ Carry out any other activities related to this position and the programme.
∎ b. Strategy Development
∎ Develop a comprehensive strategy for the Communication portfolio for the Bangladesh and South Asia team, mentioning the vision, methodology, areas of work, innovation, milestones and impact pathways aligning with the global strategy and vision.
∎ Engage with other regional and global digital focal points to share knowledge and collaborate on cross-organization strategy, vision, and issues to develop communication guidelines for ARTICLE 19 Bangladesh and South Asia office.
∎ c. Communication Management
∎ Collaborate with the International Communications team and the Global Digital team on the identification and delivery of ARTICLE 19's regional online and offline communication strategy.
∎ Engage when relevant on social media, actively communicating externally on programme related issues through twitter and other social media following ARTICLE 19 communications guidance and priorities.
∎ Oversee the development and produce project related communication materials such as; reports, articles and other pieces for ARTICLE 19 publications and website and ensure the quality of those produced before circulation on any platforms.
∎ Develop and maintain ARTICLE 19's national and regional media contacts across the region and disseminate and publicise ARTICLE 19's project-wise activity related works, outputs and impact.
∎ Liaise with all relevant international/ national NGOs, local authorities with the aims of facilitating coordination.
∎ Assist in strengthening relationships between national NGOs the international community/human rights and media freedom actors.
∎ Undertake and provide support to technical assistance (such as, web development, design, and email dissemination).
∎ Design and develop and prepare materials (e.g., factsheets, brochures, presentations about Article 19) for meetings, briefings, trainings and other events
∎ Contribute to the preparation of various written reports, documents and communications, (e.g., draft sections of studies, background papers, briefings, presentations etc.).
∎ Assist in strengthening local level networks to gather information from the field, including from local communities and non-traditional partners.
∎ Organizing international and national events (delegates, participants, trainers, visitors).
∎ Organizing meeting, work plans, review background materials provided issue.
∎ Establish and maintain effective working relationships with media and maintain a media database.
∎ Implement a broad-based communications market strategy for Article 19 platforms and key competencies.
∎ Implementing planned advocacy and campaign (online & offline).
∎ In coordination with the Regional Director, respond to media inquiries and provide information on the Programme/project as required
∎ d. Finance and Administration Support
∎ Constant follow up on the activity timeline to ensure communication related expenditure is on track and identify capacity gap to ensure necessary support rapidly.
∎ Provide relevant documentation and summary reports of the related activities timely.

Additional Requirements:
∎ Proven experience in freedom of expression affairs, policy development and research; specific experience in working with international NGO will be considered as added value. Extensive experience of working with Word Press and web-development projects. Proven experience of communication materials design and development using latest technologies. Enthusiasm for and experience of supporting colleagues to mitigate communication gaps through coaching, mentoring and training.

Salary:
∎ Salary and benefits shall be fixed within the existing ARTICLE 19`s pay scale and in line with Service Rules.
