Educational Requirements:
∎ Masters'/ MSc. degree in relevant field Law, in particular Project Monitoring and Evaluation, Professional M&E Practise, Survey Data Collection and Analytics, Theory of Change for Development, Evaluating Social Programmes - MIT in combination with Human Rights Law, International Relations, Journalism, Sustainable Development Studies, Social Science or relevant discipline. Strong knowledge of strategies, methodologies and practical measures for the protection of journalists and/or human rights defenders. Strong quantitative and data analysis skills. Ability to backtrack technical mishaps and to provide appropriate solutions. Ability to maintain detailed and accurate records of technical data.

Job Responsibilities:
∎ The role of the Monitoring, Evaluation and Learning (MEL) Officer is to establish and implement systems to promote adaptive programming evidence-based decision making, programme and project performance and learning, in collaboration with MEL leads in the consortium. The MEL Coordinator will contribute to quality programming through supporting access to, and use of, relevant and timely information on programme performance, relevance and effectiveness. Within this context, the MEL Coordinator will provide technical support to ARTICLE 19's implementation teams as well as to consortium staff, and lead in capacity-building through the implementation of effective, cost efficient and meaningful MEL systems. ∎ Strategy Development
∎ Develop a comprehensive strategy and framework for the Monitoring, Evaluation and Learning Process using Adaptive Programming for ARTICLE 19 Bangladesh and South Asia; correlating with the ARTICLE 19's vision, mission, methodology, areas of work, innovation, milestones and impact pathways aligning with the global strategy and vision.
∎ Engage with other regional and global digital focal points to share knowledge and collaborate on cross-organization strategy, vision, and issues to develop MEL guidelines for ARTICLE 19 Bangladesh and South Asia office.
∎ Under the strategic direction of the Regional Director and in consultation with relevant team, coordinate, develop and implement a MEL plan including procedures, tools and guidance.
∎ Promote the standardization of MEL processes throughout the ARTICL 19 Bangladesh and South Asia region, ensuring coherence and quality of information collected against planned activities.
∎ Ensure standardization of MEL tools for project related stakeholders, partners or donors and ARTICLE 19 implementation teams to use for regular programme monitoring
∎ Monitoring, Evaluation and Learning Management
∎ Act as the focal communication point for MEL issues within the organization and with other key stakeholders, donors or related parties.
∎ Identify and implement a project management and information data-sharing platform to ensure it is user friendly and accessible.
∎ Conduct training and develop a capacity-building strategy on the MEL framework for ARTICLE 19 regional programme team, Global MEL leads and Expert partners.
∎ Provide technical and surge support to programme team on MEL processes, outcome monitoring, qualitative and quantitative data collection and analysis for assessments, donor reporting and other processes.
∎ Manage and facilitate all applicable evaluation functions including internal, external and donor evaluations, in collaboration with project partners and donors.
∎ Work with beneficiaries, stakeholders, civil society forums to develop a beneficiary feedback mechanism for timely decision making, and improvements to programming.
∎ Lead on the identification of case studies, human interest stories, and source evidence of impact and results for inclusion in progress reports and annual reports to the donor, and for upwards and downwards accountability.
∎ Work with the ARTICLE 19's global and regional MEL leads and programme officers to draw on own knowledge, networks and best practice approaches to promote innovation in how the ATRICLE 19 conducts MEL.
∎ Lead on MEL delivery within ARTICLE 19
∎ Facilitate learning amongst ARTICLE 19 implementation teams through reviews of progress against benchmarks, collecting lessons learnt and best practices and facilitating dissemination of the same across related stakeholders, project partners and donors.
∎ Hold meetings with project focal persons on a regular basis to ensure smooth coordination and that the MEL tools are in line with donor standards.
∎ Prepare lessons learnt and best practice reports for external and internal sharing.
∎ Support MEL within ARTICLE 19
∎ Depending on capacity, mentor key internal stakeholders to integrate best MEL working practices and methodologies in their work.
∎ Depending on capacity, work closely with Fundraising and Programme teams to ensure proposals are based on clear theories of change, drawing upon ARTICLE 19's results framework, and reflect lessons learnt
∎ Contribute to organizational learning and development including by
∎ Ensuring the sharing of knowledge and learning through research across the organization and contributes to the strategic development of ARTICLE 19.
∎ Improving overall project implementation by suggesting and/or contributing to the development of ARTICLE 19 project management guidelines and tools.
∎ Participating in team meetings and other internal organizational and decision-making groups.
∎ Representing ARTICLE 19 at external events and forums.
∎ Undertaking other tasks associated with this role which might be required by Regional Director, Project Focal Persons or Fundraising Team.
∎ Finance and Administration Support
∎ Constant follow up on the activity timeline to ensure programme reports are aligned with MEL research and provide necessary support to identify capacity gap to ensure rapid progress.
∎ Provide relevant documentation and summary reports of the related activities timely.

Additional Requirements:
∎ At least 5 years working experience in relevant field. Proven experience in working on the FoE/I and human rights defenders, in particular in documenting attacks, providing MEL training, coordinating with fund raisings and leading research. Preferably, experience on developing this work with results frameworks using global and/or programme level indicators. Strong experience in working within partner networks to implement MEL system. Experience in research methodologies. Experience in implementing and managing a project management or information sharing platform. Strong experience in facilitating and promoting learning across teams and organizations. Experience in creating or managing processes to engage stakeholder feedback for improved programming. Strong experience to report/present quantitative information in narrative form.

Salary:
∎ Salary and benefits shall be fixed within the existing ARTICLE 19`s pay scale and in line with Service Rules.
