Job Context:
∎ HOURS: 37.75 hours (per week) / Sunday to Thursday
∎ RESPONSIBLE TO: Country Director (CD), Bangladesh

Job Responsibilities:
∎ Provide specialist leadership to the Penny Appeal in the development and implementation of Penny Appeal's safeguarding and child protection strategies, policies and procedures to prevent and protect children and vulnerable adults from different sorts of violence, neglect, exploitation, abuse and sexual harm.
∎ Track and responds to and facilitates investigations (in collaboration with partners and Penny Appeal's regional and global team (including PA UK's Safeguarding Manager and Bangladesh Country Director) in allegations of harms, sexual exploitation and abuse.
∎ Support PA Bangladesh's sponsorship and other development projects partners to strengthen their safeguarding and child protection polices, practices and reporting.
∎ Conduct a risk assessment to identify risks to children's safety and protection in the PA's projects and programmes in Bangladesh;
∎ Work with partners to develop a coordinated and collaborative mitigation strategies to the identify risks;
∎ Ensure that measures are in place that prevent and mitigate risks that partner staffs or activities would inflict any form of violence, neglect, exploitation, abuse or sexual harm to children;
∎ Participate actively in risk assessments to ensure we do not expose children to further risk and harm;
∎ Monitor field activities and assess whether Child protection and Safeguarding measures are in place in accordance with the PA and partners' policies and plans. Document factors around the gaps or failures and the necessary achievements;
∎ Work with and follow-up with stakeholders to ensure that identified risks and gaps are addressed in a timely and appropriate manner;
∎ Organize regular meetings with partner staffs and other stakeholders to review and ensure the implementation of the safeguarding and child protection programming strategy/policies/checklist;
∎ Address and report all concerns and incidents regarding Safeguarding to the Country Director and PA UK Safeguarding Manager;
∎ Maintain risk register related to safeguarding, complaint register and proper documentation of each investigation process.
∎ Submit technical reports in accordance with the work plan and established deadlines, while ensuring that all activities are conducted and reported through accurate and verifiable reporting systems;
∎ Conduct the training, capacity building and mentoring of partners' and PA's field staffs and awareness raising of non-staff (contractors, vendors) on child protection and safeguarding standards;
∎ Coach, advise and support partners and PA field level staffs and Focal Points to improve child protection and safeguarding practice and responsiveness;
∎ Support in establishing and strengthening child protection referral systems in PA funded projects' target locations;
∎ Make sure that reliable reporting mechanisms are in place and known by all;
∎ Ensure that confidentiality and the security of all are maintained in case of incidents;
∎ Advocacy with stakeholders to enforce child protection and safeguarding during and after incidents;
∎ Represent Penny Appeal at different networks, alliances, workshops and meetings as assigned;
∎ Liaise on a regular basis with PA HQ and prepare occasional reports and specific information and documents as per requirement and request;
∎ Prepare weekly, monthly and other reports as well as case studies based on PA UK and PA Bangladesh's needs, including lessons from the implementation support experience;
∎ Manage routine activities, such as communications, work planning, partners guidance document preparations, outreach activities, event organisation etc.
∎ Perform other duties as may be assigned by the Bangladesh Country Director.
∎ Must be available to occasionally work outside of normal office hours or at the weekends as required.
∎ The role is mainly office-based in Dhaka, however the candidate must be able to travel (both in and out country) as required (minimum 20% to 30%).
∎ Whilst performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

Additional Requirements:
∎ At least 5 year experience of working in child protection and safeguarding in development programmes.
∎ Demonstrated experience, working in safeguarding / abuse and child protection programmes.
∎ Experience dealing with safeguarding incidents/cases.
∎ Experience and/or understanding in building robust safeguarding and child protection systems
∎ Experience in delivering services to communities, including in sponsorship, emergency and humanitarian response contexts.
∎ Demonstrated experience in carrying out safeguarding risk assessments and mitigating risks appropriately; including risks that present physical, emotional, psychological and developmental risks to beneficiaries.
∎ Track record in designing and delivering child protection and safeguarding training
∎ Experience of solving complex issues related to protection of children and adults.
∎ The ability to build a network of support and expertise within partner organizations/the sector.
∎ Team worker: The capability to foster and coordinate teamwork; and establish harmonious working relationships in a multicultural environment.

∎ Excellent written and oral communication skills in English and Bangla.

∎ Excellent knowledge and skills in child rights, child protection, safeguarding, child/youth/community resilience, psychosocial support, community/youth development and mobilization, especially in the development context.
∎ Ability to present complex information in a succinct and compelling manner;
∎ Ability to work under pressure and meet deadlines.
∎ To engage with varying audiences in a way that commands attention and respect.
∎ Writing clearly, succinctly and convincingly and to listen and communicate effectively in order to engage others.
