∎ The Opportunity: The Chief of Party (COP) - HIV/AIDS demands a leadership role, directly report to the Director- Health, Nutrition and HIV/AIDS (HN&HIV) Sector. The Chief of Party is responsible for overall planning, management and quality implementation of the NFM 3 HIV grant funded by the Global Fund and will act as nominated contact point person of the donor. S/he will be accountable for Sub-Recipients (SRs) management in terms of partnership, program delivery, award management, procurement and supply management (PSM), monitoring & supervision, reporting, compliance and risk management. S/he will be responsible for leading the technical team, and overall responsible for decision making on program design, growth and scale of the technical interventions. S/he will be responsible for coordination with ASP/DGHS, MOH&FW, BCCM, LFA, UN technical agencies and other stakeholders including other PRs [HIV, TB and Malaria], implementing partners under national response.
Job Responsibilities:
∎ Establish, build and nurture effective teamwork and ensure a cohesive workplace environment for optimum staff retention and growth
∎ Ensure the timely submission of donor report, country office reports, documents and program publications as necessary.
∎ Ensure that SCI contributed to national reporting system, DHIS2; annual report; GAM report; AEM; optimization; surveillance; etc
∎ Closely work with SCUS to adopt changes align with global/regional advancement as well as sound account management of the Global Fund HIV grant
∎ Oversee work plan and budget preparation and or reprogramming/reallocation of the grant budget; review budget & activity plan [BvA] and its progress time to time to produce corresponding results
∎ Ensure robust monitoring & supervision process following M&E and Performance Framework
∎ Support advocacy and sensitization of the key stakeholders to uphold rights of the community and ensure meaningful participation of the community networks
∎ Provide strategic guidance in developing round based Global Fund proposals along with national key stakeholders
∎ Closely work with resource mobilization department to identify potential funding sources and to build on lesson learnt and for HIV/AIDS related programs
Additional Requirements:
∎ At least 10 years of leadership experience in implementation of programs in the health sector and at least 5 years in management position
∎ Significant experience in partnership management and experience in management of HIV/AIDS programs are highly desirable.
∎ Possess sound knowledge about HIV/AIDS and Sexual and Reproductive Health
∎ Skilled in team management; financial/budget management and national scale program management through both partnership and direct implementation.
∎ Excellent communication skills both in English and Bangla
∎ Commitment and enthusiasm to learn and advance learning by other staff
