∎ Job Summary:
∎ The Chief of Party (COP) is a full-time position at the Johns Hopkins Center for Communication Programs (CCP) that will be based in Bangladesh. The COP will be responsible for providing strategic, administrative and programmatic leadership in achieving project objectives in Bangladesh, per CCP policies, for a USAID-funded social and behavior change communication (SBCC) program. The COP will coordinate all project activities, manage local project staff and partners, and provide overall technical direction and leadership for the planning, implementation, and evaluation of the program to ensure results and targets are met, as well as serving as the link between the sub award recipients in Bangladesh and CCP HQ in Baltimore.
Job Responsibilities:
∎ Essential Duties and Responsibilities include the following. Other duties may be assigned.
∎ Provide strategic leadership and vision to project staff and serve as a spokesperson and advocate, representing the project to USAID, Government of Bangladesh officials, public and private stakeholders, cooperating agencies, and others
∎ Provide programmatic, research, monitoring and evaluation (RME) and managerial leadership and oversight to all aspects of the program
∎ Provide programmatic and financial decision making for all aspects of the project
∎ Develop, manage and maintain coordination among project partners, NGOs, the Government of Bangladesh and private sector groups
∎ Manage and supervise project staff and project partners, modeling and promoting capacity building practices among all staff
∎ Submit timely program reports to USAID on a quarterly and annual basis
∎ Disseminate program success stories
∎ Perform job duties/responsibilities in support of CCP's mission and values, and participate in active business development/marketing initiatives, as appropriate
∎ Keep abreast of US and Bangladesh laws, as well as JHU policies as they apply to her/his job duties and responsibilities
∎ Travel to project sites, as required
∎ Supervisory Responsibilities:
∎ Directly supervises the Field Finance and Operations Director (FOD), the SBCC Advisor, the Monitoring, Evaluation & Learning (MEL) Advisor, and other key personnel on the project
∎ Provides general oversight to the teams reporting to those positions
∎ Supervises project subcontractors
Additional Requirements:
∎ Six years of related experience
∎ Preferred qualifications:
∎ 10 or more years of experience in managing and implementing complex public health SBCC programs (or programs with a large SBCC component)
∎ Strategic vision for the health sector, strong leadership qualities, professional reputation, excellent interpersonal and negotiation skills, and written and oral presentation skills
∎ Ability to build a vision for the program with the team, Government of Bangladesh, and USAID and other donors, and ability to work closely with teams in multiple locations (Bangladesh CCP field office and HQ Baltimore) and partners (government, sub-grantees, USAID and other donors)
∎ Experience working as a mid-level or senior staff in at least five of the following technical areas and good knowledge of the salient issues in the other areas - behavior change interventions; large scale campaign design, community mobilization initiatives; reproductive health and family planning; maternal health, newborn health; child health; nutrition; TB prevention and treatment; health systems strengthening; quality improvement/quality assurance; procurement and vendor management; public sector and civil society capacity building; monitoring and evaluation and/or operations research
∎ Language Skills: Must be fluent in written and spoken English.
