∎ Johns Hopkins Center for Communication Programs (CCP) is hiring a Director of Systems Strengthening for a USAID-funded project designed to support the Government of Bangladesh`s SBC systems, particularly those in departments and units overseeing the health areas of tuberculosis, nutrition, family planning, maternal and child health, and zoonotic diseases. Reporting to the Chief of Party, the Director of Systems Strengthening will provide overall direction and support to the capacity-strengthening component of the project and oversee CCP focal points assigned to each of the health areas. In addition, this position will provide technical, programmatic, and management support to other CCP projects.
∎ The Director of Systems Strengthening will collaborate with GOB stakeholders at the central and divisional levels to identify technical assistance needs in SBC planning, resource mobilization, implementation, and evaluation and develop a package of interventions to address these gaps. This position will be responsible for the implementation of the approved work plan through the development of training modules, technical assistance plans, and coordination mechanisms to improve the GOB`s SBC programs. Responsibilities will include overseeing initiatives related to improving public sector support for SBC planning and budgeting, human resources development in SBC, advocacy for resource mobilization, and strengthening of coordinating bodies focused on SBC communication.
∎ The Director of Systems Strengthening will coordinate all project activities and provide overall technical direction and leadership for the planning, implementation, and evaluation of the program to ensure results and targets are met. S/he will communicate closely with CCP HQ in Baltimore on a regular basis and facilitate effective coordination and communication with finance, admin, and program members across CCP.
∎ The successful candidate must be highly organized and enjoy working within an environment that is mission-driven, fast-paced, and results-oriented. The ideal candidate will have the ability to exercise good judgment in a variety of situations, management skills, and the ability to be productive and resourceful. Strong writing and verbal communication skills in English and Bangla are mandatory.

Job Responsibilities:
∎ Lead activities of the systems strengthening project and ensure that these are aligned with the approved workplan; support other CCP projects as needed.
∎ Work closely with the Chief of Party, Monitoring, Evaluation, and Learning (MEL) Director, and program focal points to coordinate systems strengthening activities and create tailored approaches for improving the SBC system of each participating GOB department/unit.
∎ Design interventions/packages to improve the systems of GOB departments/units in areas of program planning, budgeting, staffing, advocacy, and partnerships with private sector, civil society organizations, academic organizations, and others.
∎ Share best practices for SBC communication with GOB stakeholders and identify needs for additional support in technical areas such as formative research, use of data and theory, pre-testing, design, and implementation.
∎ Develop training modules (in-person and on-line) to upgrade GOB stakeholders' capacities across various domains and within relevant health areas.
∎ Support the development of the One Health Secretariat which bridges several GOB departments/units, to create a highly functioning coordinating body for prevention and mitigation of zoonotic diseases.
∎ Assist GOB stakeholders at the central level in providing improved coordination with and support to division- and district-level counterparts within departments/units and across sectors.
∎ Based upon assessments of project progress, recommend and ensure remedial approaches to better advance and sustain project quality.
∎ Work with the GOB stakeholders and implementing contractors or grantees to ensure that sustainability is built into every activity from the outset.
∎ Lead and/or actively participate in technical working groups established under the project.
∎ Identify technical assistance needs to be addressed by CCP headquarters or consultants and develop TORs and other documents as needed to secure these services.
∎ Guide the project team to ensure the use of resources and the implementation of project activities are aligned with the overall project plan, including developing and monitoring a risk
∎ Ensure that SBCC materials produced are distributed and used efficiently and by the correct target group

Additional Requirements:
∎ Minimum of 15 years of experience in designing, planning, and implementing SBC communication initiatives or activities
∎ Extensive knowledge and experience with Government systems and mechanisms at national and divisional levels
∎ Expertise in training and capacity-building initiatives, particularly for the public sector
∎ Ability to work effectively, responsively, and collaboratively with government counterparts such as government ministries, development and private sector partners, civil society organizations, private sector, and academic/research institutions
∎ Demonstrated understanding of SBC principles, theories, practices, and implementation at the systems level
∎ Experience with USAID and other development sector priorities and reporting requirements
∎ Excellent management and organizational skills (attention to detail is?required)
∎ Excellent written and oral communication skills both in Bangla and English
∎ Language Skills: Excellent written and oral skills in Bangla and English.
