Job Responsibilities:
∎ The Assistant Project Officer is the front-line position of the project; the APO is responsible for organizing the community; identifying their knowledge gaps on disaster risk reduction areas. S/he will select program participants as per provided participant selection guideline, trained them on pre-disaster & post disaster preparedness and management. The position will identify main causes of disaster in the specific area with the assistance of the community, find out way of mitigation, local resources, establish linkage in between community and nation building departments, develop contingency plan for disaster risk reduction and mitigation, develop local level volunteers, share early warning messages to the community with assistance of disaster volunteers; assist to conduct regular meeting of DRR committee at UP level, assist to create a lobby group in the community to get need/rights based assistance from secondary level stakeholders.
∎ Field level activity implementation:
∎ Selection of program participants in the community as per provided participant selection guideline.
∎ Assist Project Officer to carry out Community Risks Assessment (CRA), of disaster in the specific area with the assistance of the community and ensure documentation.
∎ Raising awareness of the community on Early Warning and Early Actions and find out indigenous ways of disaster risk reduction.
∎ Share early warning messages to the community with assistance of developed disaster volunteers and UDMC.
∎ Identify and enlist flood affected homesteads for raising plinth as per project/program guideline.
∎ Provide assistance to technical experts in case of plinth raising (labor selection, orientation, estimation, etc.)
∎ Form and capacity building of village development committees, community youth volunteers,
∎ Develop a village level contingency plan and review the plan timely.
∎ Activate flood shelter committees & to make the flood shelters usable comfortably during flood.
∎ Support BWDB and community gauge readers for water level data collection.
∎ Orientation with mobile phone voice message recipients at community level.
∎ Support formation and activation of DMCs, community groups and carryout regular meetings with them.
∎ Conduct community risk assessments (CRA) with additional focus on sectors agriculture, livestock, WASH, health; gender and inclusion mainstreamed.
∎ Technical Capacity Building of Disaster Volunteers :
∎ Provide training to selected disaster volunteers according to designed training module by the project.
∎ Orient voice message recipients (at community level) on mobile phone voice message.
∎ Mobilize communities during monsoon and for other activities as required (volunteer daily stipend)
∎ On job coaching of disaster volunteers for developing their capacity and monitoring progress.
∎ Assist the existing groups to enhance their negotiation and lobbying skills.
∎ Networking and Linkage Building:
∎ Establish network with UP bodies and union level disaster management committee.
∎ Building a good network with all levels of stakeholders related to disaster risk reduction, management and mitigation at union level.
∎ Maintain liaison with different organization GO/NGO those who are working for Agriculture and Livelihoods development.
∎ Participate in different meetings via online or in presence.
∎ Develop a monthly/quarterly basis work plan of the trained disaster volunteers and sharing for implementation.
∎ Monitoring, Reporting and documentation:
∎ Keep track record of progress of interventions and provide necessary information to supervisor and monitoring unit.
∎ Assist to the supervisor for preparing monthly, quarterly and annual narrative and numerical report for the stakeholder.
∎ Keep record and documentation of stories in case of success or failure with specific reasons.
∎ Share best practices for replicating by others.

Additional Requirements:
∎ Both males and females are allowed to apply
∎ Having 2-4 years working experience in development sector especially disaster risk reduction and management.
∎ Good facilitator and have experience in working with community people and capable to mobilize support structure to be responsive.
∎ Good presentation and communication skills; Skill of community mobilization, Effective planning and implementation.
∎ Willing to stay in the community/UP level and drive bi-cycle.
∎ Experience on Participatory Rural Appraisal (PRA) and community led approach.
∎ Working experience in flood resilience project/ Forecast-based Action (FbA)/Forecast-based Financing/ Flood Preparedness Program would be an advantage.

Salary:
∎ Tk. 25000 (Monthly)
∎ Salary Consolidated including festival bonus. Others benefits will be as per Organization policy and budget provision.
