∎ Educational qualification will be relaxed candidate having experience in the areas of FbA.

Additional Requirements:
∎ Age at most 45 years
∎ Three-five years of experience in the areas of Disaster Preparedness, Response/DRR/ Flood Management/ Resilience Building.
∎ 1-2 years of experience in Anticipatory Action/Early Warning Early Action/Forecast-based Action or Financing will be an added value.
∎ Demonstrated familiarity with grant management and compliance requirements of major institutional donor (e.g. ECHO).
∎ Sound knowledge on computer (MS Word, MS Excel and MS PowerPoint). Have very good skills and expertise at communicating by email and internet.

Responsibilities & Context:
∎ Responsible for the overall implementation, monitoring and supervision and management of SUFAL IIprojectand assist advocacy on FbA at upazila and district level at his/her territory.
∎ Provide support in community and stakeholder mobilization on designing the FbA mechanism, community need identification; ensure efficient implementation of agreed project activities in time.
∎ Ensure program participants, CBOs and stakeholders will have access to the project information on local language, and for any development intervention the informed consent of the beneficiaries is obtained.
∎ Provide support and enhance the capacity of DMC members, local stakeholders and respective project staffs, including overall monitoring of agreed activities.
∎ Provide technical inputs into the development, implementation and monitoring of the project and maintain close coordination with SKS Foundation.
∎ As a member of the senior project management team, the Assistant Project Manager will support to the team to perform their roles and responsibilities to achieve the project goal.
∎ Assist Project Manager in ensuring the procurement plan development for the project goods and services.
∎ Ensure that the project carried out according CHS standards, operating procedures, technical manuals and policies. Establish project CRM .
∎ Technical Management: Collect properly local level flood risk and vulnerability information to develop flood vulnerability mapping in vulnerable locations (supported by RIMES). Ensure that forecast based thresholds for early actions, are -improved and implemented in a timely manner by involving wider stakeholders at community level and DMC members from Union, Upazila and District.
∎ Organize and facilitate upazila and district level workshops/ consultations/ dialogues to assist to develop FbA mechanism and relevant guidelines.
∎ Capacity building of representatives from local government institutions including DMC members, and other stakeholders related to flood risk mitigation, rapid response and preparedness, early forecast and early action planning strategies to proactively take part in strengthening community resilience to floods using FbA mechanism.
∎ Develop and maintain strong working relationships with DMC members, representatives of Water Development Board (WDB) and relevant government institutions, I/NGOs, Civil Societies and other stakeholders at upazila and district level.
∎ Collect information and develop case studies and other knowledge and advocacy products for promoting Financing Mechanism in local, national government system.
∎ Contribute to a methodology on the development of innovative funding mechanisms to allow anticipatory humanitarian action according to (seasonal) extreme weather forecast.
∎ Ensure the news coverage on FbA and its positive impact on vulnerable community in local media. I
∎ dentify the key areas for promoting FbA at local and district level and support to vulnerable communities and DMCs to demonstrate FM mechanism.
∎ Ensure regular monitoring of project implementation including collection and analysis of data for the indicators and project monitoring/control.
∎ Monitoring and Impact Assessment: Ensure regular information collection on each agreed indicators and reported through reports as per organizational and donor needs.
∎ Work with the Risk Reduction and Response Unit and Monitoring and Evaluation Unit of Concern and develop impact monitoring indicators and system to understand, document and disseminate the impact of the project and learning.
∎ Organize regular internal monitoring and impact assessment (focusing more on women and disadvantage group) visits from the targeted villages in coordination with M&E unit.
∎ Assist M&E officer in developing data management system for all project related activities and update it on regular basis where necessary.

∎ Develop and submit accurate monthly reports and work plans to Project Manager.
∎ Assist Project Manager to prepare periodic reports.
∎ Ensure submission of financial reports in a monthly basis to the Project Manager.
∎ Assist in developing quality reports on related activities that is contributing to the donor reports as required.
∎ Ensure government participation in key events such as FbA trainings, workshop and different consultations/meetings etc., as appropriate.
∎ Liaison with relevant government departments and keep updated them on the project progress, achievements and challenges on a regular basis.
∎ Networking: Participate in relevant district, divisional level meetings and present the project outcomes.
∎ Participate workshops/seminars at national level (if required).
∎ Participate in the meeting of Development Coordination Committee at Upazila/District level.
∎ The person will also attend in national level conference/training on FbA as appropriate.
∎ SKS Foundation in partnership with Concern Worldwide is going to implement the Scaling up Flood Forecast-based Action and Learning in Bangladesh (SUFAL) II Project in Sariakandi upozila of Bogura District. Following positions will be recruited for implementing the project's interventions:
∎ The responsibility of this position is to lead and manage overall activities and achieve set goals of the project. In order to implement this "Scaling up Flood Forecast-based Action and Learning in Bangladesh (SUFAL II)" project. The position holder will build and maintain strong professional relationship with local administration and DMCs. The APM will be responsible for overall project planning and implementation at field level with technical guidance of RIMES and Concern Worldwide. S/he will ensure Community Risk Assessment, Vulnerability Mapping, identify to triggering the early warning and threshold through series of consultation at union and upazila level by engaging local DMC members and other stakeholders including community representatives from vulnerable groups. S/he will facilitate capacity-building process to staffs on project key interventions and forecast based early actions to DMCs and government officials at upazila and district level. The position holder will capture learnings and guide team to capture will share with local DMCs and other FbA practitioners communities at field level as well support to Concern Worldwide at national advocacy forum. Apart from these, the APM will assist to Concern Worldwide for raising any anticipated alert during project timeline especially before flood season. The position holder will work closely with SKS Foundation and will coordinate with relevant government departments to initiate joint advocacy on Flood Resilience at upazila and district level.
