Job Context:
∎ JAAGO Foundation Trust is seeking a highly qualified YLO and Advocacy Manager for the BIJOYEE project focused on Positive Youth Development (PYD) in partnership with CARE supported by USAID. The BIJOYEE is a multi-partners project and expected to be a five-year program that aims to empower young people in Bangladesh to achieve their full potential through life skills training and employment opportunities, and to increase civic awareness and resilience to anti-democratic and violent extremist values among youth; strengthen youth participation in community improvements and decision-making processes; and improve the marketability and employability of youth to connect them to sustainable livelihoods and income generating opportunities.
∎ This position will be based at the hub office and supervise the YLO Development Officers responsible for conducting research, identifying key issues, influencing policies and public opinion, and engaging stakeholders to coordinate messaging and communication efforts. This activity aims to strengthen the capacity of both registered and non-registered Youth-Led Organizations (YLOs) and Youth Serving Organizations (YSOs) through capacity building and training, and workshops on organizational development to improve organization`s performance, effectiveness, impact and growth.
∎ The position will also be responsible for designing advocacy initiatives to mobilize stakeholders, enhancing youth leadership skills, providing guidance and assistance, and designing and implementing capacity-building programs. S/he will collaborate with Youth-Led organization (YLOs), and community organizations, enhance youth participation, and support the demands and rights of young people to facilitate program design and implementation.
∎ The YLO and Advocacy Manager is responsible for supervising the YLO Development Officer and will work closely with the Hub-Coordinator, Gender and Inclusion Specialist, Program lead JAAGO Foundation in maintaining functional relationships with technical and implementing partners, and lead partner CARE to provide leadership, management oversight, and technical direction for the project activities carry out by the JAAGO Foundation to meet the program outcomes.
∎ S/he will also report the monthly, quarterly, half-yearly and yearly project progress to the line supervisor in coordination with the technical, financial and project team. S/he will supervise YLO Development officer and coordinate with the Hub-Coordinator, Area Manager, Hub MEAL Manager, Manager Skills and Employment, Advocacy and Campaign Manager, Civic Engagement Specialist, and Innovation Grant Officer following the compliance of USAID and CARE to implement the project as per Details Implementation Plan (DIP). S/he will represent the JAAGO Foundation during high official field visits, project coordination and workshops, etc.
∎ S/he will be responsible for all aspects of project implementation as per the Details Implementation Plan (DIP) including program quality, evidence generation, and management of direct reports, and will also promote learning and innovation by adapting tools and systems, promoting data-driven, evidence-based actions, and building capacity to work in new ways.
Job Responsibilities:
∎ Lead advocacy and communication efforts by providing technical guidance to address key policy and advocacy issues in program implementation. Ensure the advocacy strategy is effectively rolled out through dialogues with external stakeholders.
∎ Oversee YLOs and advocacy activities, including management and capacity-building of key staff. Monitor the technical soundness of these activities and ensure accurate reporting.
∎ Coordinate the implementation of YLOs and advocacy activities at the Hub-field office of the JAAGO Foundation, ensuring smooth operations.
∎ Provide leadership in designing, developing, and implementing a strategy for resource diversification. Conduct training and workshops on various topics such as leadership, governance, financial management, people management, resource management, policy development, and organizational structure management.
∎ Identify suitable trainers and facilitators for training sessions targeting YLOs and Youth Support Organizations (YSOs) in each hub in consultation with the Program Lead.
∎ Increase the organizational capacity of YLOs and YSOs and support them in improving their organizational management. Place special focus on inclusive youth participation and civic action.
∎ Ensure that YLO Officers, as well as registered and non-registered YLOs and YSOs, are effectively engaged and represented in their communities.
∎ Support the Hub-Coordinator and Area Manager in achieving strategic program objectives and intermediate results through collaboration with field staff.
∎ Assist the Monitoring and Evaluation (M&E) and project teams in setting up the Indicator Performance Tracking Table (IPTT) and implementing the Detailed Implementation Plan (DIP).
∎ Participate in project management forums at different levels, including annual prep-workshops, activities designing workshops, and engagements with various stakeholders.
∎ Represent the JAAGO Foundation at meetings with NGOs and the Government of Bangladesh (GoB), in coordination with higher management.
∎ Coordinate with the M&E team to monitor program progress and conduct baseline surveys, endline surveys, mid-term evaluations, and final evaluations of the BIYA project.
∎ Ensure that guidance and learnings from the Youth and Girls' Empowerment Program, aligned with the Youth Development Program's (YDP) approach, are incorporated into operational strategies.
∎ Maximize opportunities for the project to contribute to BIYA's broader program goals.
∎ Foster an enabling working environment that encourages open and honest communication among all levels of personnel, based on mutual respect and JAAGO's core values.
∎ Ensure timely delivery of project outcomes and milestones.
∎ Embed positive youth development approaches in all project activities.
∎ Contribute to and ensure timely donor reporting on a monthly, bi-monthly, quarterly, and yearly basis, as required.
Additional Requirements:
∎ Age at most 40 years
∎ Experience of USAID and other donor funded projects at national and international organization specially youth development program.
∎ Proven leadership skills in building and managing cooperative, high-level relationships and motivating diverse teams.
∎ Experience in designing advocacy initiatives to mobilize stakeholders, enhancing youth leadership skills, providing guidance and assistance, and designing and implementing capacity-building programs.
∎ Facilitation experience to the Youth Led organization (YLOs), and community organizations, enhance youth participation, and support the demands and rights of young people to facilitate program design and implementation.
∎ Extensive experience and/or technical knowledge in designing, and managing capacity-building development particularly related to youth in Bangladesh.
∎ Demonstrated experience adapting project implementation and activities to achieve objectives and targets as needed.
∎ Demonstrate ability to collaborate across projects, be flexible, and creative and successfully lead an intercultural team in development and post-conflict contexts.
∎ Create an enabling working environment that encourages open and honest communication between all personnel levels based on mutual respect within the spirit of JAAGO's core values.
∎ Ability to communicate effectively, instilling trust and confidence.
∎ Excellent interpersonal written and oral presentation skills in English and Bengali.
∎ Knowledge and understanding of USAID rules and regulations.
∎ Knowledge of Government Policy Priorities on Women and Youth Development
∎ Experience of working under the consortium / multiparters is preferred.
∎ Excellent verbal and written communication skills.
∎ Should have good understanding of MS Office applications.
∎ Ability and willingness to travel as required.
